    　The objective of this essay is to study what is library phenomena and how to solve problems facing library science from one scientific viewpoint that connect an educational function of library with research one of library as a whole. The methodologies used for this purpose in this essay are (1) comparison of Culture concept between J. H. Shera and myself, and (2) use of “paradigms” developed by T. S. Kuhn. Division of views between Shera and R. S. Giliarevsky, which were developed by myself in this essay, lead to a point to be disputed as to the concepts common to people in the world concerning library science and information science. As a conclusion of an analysis the author proposes a methodology of a study to represent a spirit of so called postindustrial society, which may be developed by a comperative study on situation of the “union” between library science and information science in the world.
