    The fisheries resource management is not only major fisheries political theme, but also one of the most important academic fields in Japan. The main stream of the fisheries resource management study has been researches from resource-biological and fisheries economic aspects so far. However, the fisheries resource management has manifold characteristics including geographical aspect, culture anthropological aspect and so on, adding to previous two aspects. In a consequence, it becomes necessary to understand the comprehensive characteristic of the fisheries resource management as a whole, by integrating these accomplishments. Therefore, this symposium aims to highlight the different aspects from conventional "the resource oriented fisheries management" approach, through defining the fisheries resource management as common use of common pool resources. Then a common theme of decision-making for collective rules of fisheries resource is to be discussed from manifold aspects of fisheries economics, sociology and folklore, including new approaches of institutional economics, knowledge science and geographic information system which are expected to expand the range of research approach on the fisheries resource management.

    This research provides the useful information for future resources management through revealing success factors and issues of resources recovery plan in economic perspective for Japanese Spanish mackerel in Seto Inland Sea.

    At the start, we revealed the property of Japanese Spanish mackerel in Seto Inland Sea as economic goods by price function analysis. In the results, hopeful market strategy is that the fisherman decrease catch of SAGOSHI (young Japanese Spanish mackerel) wherever possible and increase catch of SAWARA (grown Japanese Spanish mackerel) in terms of price volatility risk.

    If fisherman implements resources management that catch ratios of SAWARA increase than SAGOSHI, disproportion occurs by blanket fishery restrictions between stakeholders.

    Therefore it is thought that a management stability fund contributed to the agreement formation while there is a risk of a temporary decrease by regulation.

    We revealed the economic meaning on a risk theory and transaction cost theory. The result is summarized to two points of next.

    • Income compensation is performed in resources recovery plan. And the amount of the compensation is proper in economic perspective.

    • The implementation contents of resources recovery plan had an effect to reduce transaction cost with the agreement formation.

    From the analysis, as for Japanese Spanish mackerel resources recovery plan, it became clear to be a method of the resources management that was profitable to resources management of a community of our country.

    In particular, corporative management by concrete aim setting and existence of a management stability fund are important for resources management.

    As a new institution for managing common-pool resources, this article discussed the Resource Recovery Plan system established in 2001. The Resource Recovery Plan is a system to promote the voluntary management measures found in the Resource Management-type Fisheries (Shigen Kanri-gata Gyogyo) as officially approved management plans. New systems such as Fishermen’s Councils, Regional Fisheries Coordination Committees, the Total Allowable Effort system, etc., are instituted in order to offset potential vulnerabilities in the voluntary management measures. Scientific and financial supports are provided from national/prefectural government. The issues to be solved can be summarized as 1) scientific foundations for recovery target, 2) market conditions after the recovery, and 3) fund raisings for the governmental supports.

    The purpose of this thesis is to clarify essential factors and conditions that prompt an extensive resource management to secure sustainable production in marine capture fisheries, the case study of Small-scale Trawling Fishery in Seto Inland Sea, Hyogo Prefecture.

    There are a number of reasons dealing with Small-scale Trawling Fishery in this paper. Firstly, this style of fishing is the main fishing method in Seto Inland Sea and a lot of fishermen make their living using this method. Secondly, this style of fishing works very efficiently. Therefore, there has been a remarkable decrease of high grade fish due to over catching and deterioration of the environment of fishing areas. Thirdly, the resource management of Small-scale Trawling Fishery has been successful due to some important steps established by fisherman to use their fishing areas in an cooperative and comprehensive manner.

    It is from this point of view that I shall consider; the characteristics of organization and the continuance factors to manage a comprehensive use of fishing grounds.

    The conclusion of this thesis found that four factors are absolutely necessary in order to keep a sustainable pace of development and extensive resource management in marine capture fisheries, i.e., 1) the existence of a controller and a leader of organization, 2) a systematization on resource management of marine capture fisheries, 3) the establishment of an observation agency, cooperative sales, and a very strict penalty system for offenders, 4) the support of a brokerage, a retail store, activation of young male activity, and the inspection of resource management effects of marine capture fisheries.

    The aim of extensive resource management is to keep a sustainable pace of development in marine capture fisheries. Therefore, recovery and management of fisherie’s resources are not aims but means.

  • ―From self-managing the sandfish fishery off Akita, Japan―

    In the coastal fishery in Japan, fishermen have solved problems by mutually cooperating and creating agreements under the common law. This main structure of the consensus-building has not changed. Now, however, problems have become too complicated and too uncertain to solve by fishermen alone and so that collaboration among stakeholders.

    This paper aimed to explain and contribute the consensus-building process in local fisheries, and to clarify the relationship between fishermen and public administration, stakeholders in this process by examining the case of sandfish resource management in Akita Prefecture from the domain of knowledge science.

  • ―Folkloric approach which made Osaka Prefecture MISAKI Town KOSIMA the example―

    This paper takes up about the occupation activity of the fishery worker who pursues a handline fishing and recreational fishing guide as a side job in coast ocean space. The various aspects of decision-making and agreement in the scene of a fisheries and resource use are mainly examined there. The example taken up here is a thing about the fishing activities of the fishery company who resides in KOSIMA, MISAKI Town, Osaka Prefecture.

    The recreational fishing guide in KOSIMA has the antique continuity started in the end of TAISHO Period. It is started as part of TANNOWA amusement grounds development of the NANKAI railroad, and the recreational fishing guide of not only KOSIMA but this area has a local spread.

    A monthly fish catch according to fish stock of present-day recreational fishing guide and the handline fishing which is common about a fishing method is measured. If it does so, it is common in the target fish stock in many portions about the fishing season. On the other hand, if an annual fish catch is seen, the rates of occupying to each of the whole fish catch differ greatly about the fish stock fished in common in both. On the occasion of selection of the object to fish, decision-making based on a different strategy is made in the fishery worker.

    If related with fishery use, the rule of customary priority use exists tacitly irrespective of a fishing boat and a recreational fishing ship. Moreover, by the fishing boat and recreational fishing ship, the custom which gives priority to operation of a fishing boat is accepted. Furthermore, when a trouble arose between a fishing boat and a recreational fishing ship while the occupation form which pursues recreational fishing guide and a fishing as a side job occupies most, the structure where the trouble was avoided by agreement by mutual comprehension nature was seen. This mutual comprehension nature is symbolized by the words “each other.” The historical factor to which above-mentioned KOSIMA’s recreational fishing guide has here, and the social factor in connection with it may be acting.

    In the KOSIMA fishermen’s cooperative association, the fish reef which used thinning material for the first time the Osaka prefecture was installed. The folk-customs-knowledge in connection with the fishing which a fishery worker has contributed to agreement and determination of the introduction. Moreover, the same was said of the determination of an installation place.

    A purpose of this paper is to recognize knowledge of a folk to the agreement formation about the fishing ground use. In that case, over a record of knowledge of a folk, folkloric technique of letter data of oral data by interview investigation (kiki-gaki) is effective. In view of a scale of time and space, geographical approach to handle space data is accompanied with substantial map expression, and it is proposed for fisheries promotion. From the paper medium which is two-dimensional as for the expression method to three-dimensions when is virtual, is changing greatly. With development of geographical technique, geography offers an argument of sake to “learn from a past, areas, and persons”.

    A conventional study method may switch it to a tentative plan of the methodology by this report in substantial explanation about fishing ground recognition and the agreement.
