Hayashikane Shouten Co. Ltd., one of the three giant fisheries companies, is considered to be a typical example of a move from commercial capital to industrial capital. This paper will clarify the actual status of commercial activities and its position and role in the business. The motorization of transport ships led to the revolution in fresh fish distribution in the latter of 1900s. The funder of the company was a fish brokerage, lending money and materials in advance to coastal fishermen, purchasing the catch, and shipping it to the market. Base on that commercial activity, he expanded into fishing and related industries. Until 1930, commercial activity was the largest resources of income and revenue in the business.

This study examined the guests’ consumption, perception, and evaluation of fish dishes served in inland accommodations. The study was conducted through a questionnaire survey revealing that about half of the guests considered the ‘availability of dishes’ made with inland fish when choosing an accommodation facility. Many guests were offered "Shinshu salmon," and their willingness to consume it and their impressions of the local characteristics were high. However, for carp and rainbow trout, widely produced in Nagano Prefecture, guests' willingness to consume and their perception of Nagano's distinctiveness were found to be insufficient. About 70% of the guests expressed a desire for some form of marine fish sashimi.

In this paper, we make an overview of significance and various usage of fish wastes in aquatic resources and discuss how to prioritize between human food supply and more advanced way of utilization that add even higher value on fish wastes. We conclude that advanced usage can be prioritized when added value generated from advanced utilization is appropriately redistributed to consumers for whom the food in question is an inferior good but essential for the survival. Prioritizing advanced uses over food supply is, in this case, not only rational but also socially and economically justifiable.
