Turbulent heating by a radial current in a cylindrical plasma is considered. A dc electric field Er is applied perpendicularly to a longitudinal magnetic field B. In this case, energy input to a plasma must be accompanied with angular momentum input. “The motion of an ion in the Er×B configuration is considered. It is shown that ions can simultaneusly and continuously gain energy and angular momentum by the flute mode of the lower hybrid instability driven by cross-field currents. This process is a kind of synchronised acceleration of ions. “The condition of synchronization is that, in the rotational wave frame, centrifugal force is counterbalanced by electromagnetic forces of dc fields. A turbulent heating experiment in a plasma, in which the lower hybrid instability is present, is explanined qualitatively based on this process.
