A phenomenological theory for Cerenkov emission of longitudinal waves in a plasma with a small but finite amplitude wave is developed based on the test-particle method. Effects of the wave on the emission by both untrapped and trapped particles are discussed. The coherence effect due to the localization of particles, etc. is considered for the case of trapped particles.
