Due to the diversification of consumer needs and the intensification of global competition, the introduction of ERP system covering all business activities and information of company has became more important. However, the university education for fostering of human resources utilizing ERP system is late. In this background, the project of education system of ERP management is started by research center for e-learning professional competency of Aoyama Gakuin university research institute, which also is a joint research among NTT data systems corporation and ORACLE Japan corporation. This paper proposes a construction of practical human ERP competency and presents a design of graduate education system. The education system is applied to a graduate class of Aoyama Gakuin University, and the effectiveness of the system is evaluated by graduate students and specialist of enterprise.

Waterworks is an important infrastructure institution indispensable when citizens live the good life. For the waterworks in Japan, 120 years or more has passed since the modern waterworks was laid in Yokohama City. Through the rapid spread and expansion in the rapid economic growth from the 1960s (second half of Showa 30s), the penetration rate of the waterworks as of 2008 has reached to about 97.5%. On the other hand, one of the most important issues on the service operation is the efficient renewal and reconstruction of the aging water supply facility. The water utility industry marks introduction an application of the "asset management" which the Ministry of Health, Labor and Welfare leads as the large scale environmental infrastructure improvement method which has not yet been experienced. This paper brings the trend of the water utility industry into view and considers the availability of the P2M technique application in the asset management.

Factors other than the size of investment or an organization also exist in the success or failure of new business development. For example, the enterprise which supplied sufficient funds and people in the major company is not necessarily successful. On the contrary, many cases where the enterprise which the poor organization started in respect of funds and organization is successful also exist. In this paper, based on my own experience, I want to clarify the important factor of a scheme model design by comparing the venture type project started by a small number of people with the project systematically started in a big company. Furthermore, from the viewpoint of P2M, I consider the scheme model in consideration of the risk management of the industry-university-government cooperation business which aimed at realizing simultaneously CO2 reduction and local revitalization on the Hakone area based on the analysis.

We investigate a measuring method of national accounts system based on micro transaction data. We have hitherto developed the technology for crowd-sourcing and managing the transaction data of individuals, firms and governments. We have been designing and experimenting such a national accounts and statistics systems using data and exchange algebra. The objective of this paper is to formulate a plan of the Transaction-based Economics by combining the concept of the electronic post office box (e-POB) and the technology of crowd sourcing and Algebraic Accounting Description Language (AADL).

The authors have been studied a restaurant value chain framework to design service processes. In this framework, the total value of the restaurant services is built up gained values in each "services of moments" (branches). In order to apply this value chain, It is necessary to specify value impressing and depressing factors in the "service of moments". In this paper, the authors would like to propose a service design method based on delivered values in "moment of service".

The authors have reported several research results on the methods of environmental sustainable management. The present work is concerned with the method for the deployment of sustainable project and program management (P2M) focusing on the corporate sustainability subject to societal contribution through the environmentally conscious business deployment. In the previous report, I reported on the trial of a knowledge-based system for matching needs and seeds for industry-academia-government collaboration as the first step of such collaboration, and described the request sheet (otoiawase sheet) as a means of sharing information on problems for collaboration among sectors. The project management model of scheme, system and service has been discussed from various points of view since its appearance. Recently, the scheme model is especially discussed from the viewpoint of management strategy. On the other hand, the PDCA management cycle has been rarely discussed on project management. In addition, the discussion has unconsciously been done from the viewpoint of contractor's "D" since the project management has been traditionally discussed on the contractor's "D". Then, the management framework model, covering domains of plant, product, business and administration, is discussed from the viewpoints of management cycle and collaboration between owner and contractor, together with typical project models and relationships among the models.

Proper integration of enterprises, or M&A, to address difficult business conditions is vital for ongoing survival of many corporations given the current uncertain economic environment. Whether or not a corporation will benefit from a major reform such as a merger or an acquisition depends on a great extent on effective utilization of the information communication system assets which support all business processes. This study indicates that leader's understanding of his company's information communication systems, sharing of a sense of significance concerning the reform with employees, and direct commitment to IT strategy are important factors for success in system integration of a corporation. This finding results from a detail survey of several business cases. This paper goes on to discuss the actions that the management of a reform program should take in respect of both the scheme model and the service model of P2M, once he or she fully understands the leader's decision and attitude.

In the P2M program strategy management, the strategic goal management is carried out to develop the organizational strategic objectives into program goals by the mission profiling process. And the development of the program execution strategy is made for the certain and efficient program execution. The relation of these management areas to the fundamental management strategy theories such as competitive theory is discussed. A service model for an ICT system that is a part of value creation systems is an important planning element which influences success or failure to a program. However it is difficult for an owner makes up study since special knowledge is required and the plan ・ operation realistically tends to depend on an IT group enterprise. And troubles arising from this problem are found here and there. This paper proposes a template to make it possible for an owner to study a service model for an ICT system at the scheme stage under this circumstance. Concretely it introduces an ICT operational assessment sheet which was made by combining ITIL ・ CMM and our illustrative example and moreover shows a standard procedure to breakdown from items which owner make up at the scheme stage to each item in the above sheet.

It is difficult to assume the future society by the way of forecasting because the outside environment changes greatly. The P2M theory has a mission and a vision clear and pictured the figure which there wanted to be in response to future needs and set a project to realize it, and profiling technique to structure a program was used. It have been shown the application of the logic model to the P2M theory was effective to various projects. Here, the paper shoes the review of historic development of the logic model and theoretical positioning in P2M while looking at the connection with the psycho-cybernetics.

This paper regards seminar activities which are carried out in the laboratory of University based on P2M as a program, where three periodic projects were constructed and executed. It includes a group of cyclic projects, is named as a seminar management program and was verified from viewpoint of P2M. This paper also aimed at continual increase in capability of students who are targeted in the seminar management program making use of fundamental abilities for social persons which, the METI definded. Four times of self evaluation and three times of outer evaluation were carried out in the program as an evaluation method. Moreover, three times of satisfactory evaluation were carried out for every periodic project as a project evaluation method.

Firstly, I explained faculty development was considered as a class improvement, for example, class questionnaire and mutual training. Next, I introduced video teaching material "teaching tips collection" for faculty development that I had produced. Finally, I pointed out that it is important faculty functions enough as a group and the result of the group activity is useful for the student. And, I instituted the concept of faculty development based on the case with the field informatics society of Kyoto University. When you catch faculty development from such an aspect, I described that faculty development is considered to be a project, and effective management of a group activity of the teacher was important.

In general, it could be said that "Check" has been rarely studied, comparing "Plan" and "Do" in the management cycle PDCA. Therefore, The assessment of business design project is studied as a link of PDCA cycle chain. The three factors models for the assessment are built after the growth accounting model, including as input factors machinery investment, information system investment and an expense, such as personnel and so on. Using these models, the 2002-2008 FY financial data of the securities reports are analyzed and studied to identified the earning structure, i.e. a composition profile of rates of return on input factor, referring the minimum profit adjustment rate at which the overall rate of return (=Profit increase/Total input factor) is zero.

Dealing with a stakeholder's resistance is needed in a change project. However, it is difficult for the project persons concerned to expect the resistance to a stakeholder's change comprehensively and exactly. Therefore, it is effective to analyze the organization where the result of the project is introduced in a conception stage and a stakeholder by KPI definition. In the change of a strategy, a process, and an information system, we need the performance evaluation index of the new measure. In a change, a big change of KPI occurs inevitably. Therefore, I propose that this paper defines a stakeholder's KPI in the conception stage of a change project.

The study of university spin-offs which aim for initial public offerings has been examined. Meanwhile, university spin-offs which try to mediate between universities and companies have recently attracted people's attention. In this study, questionnaires were sent to manufactures and university spin-offs. The result of the inquiry made it clear that both of the manufactures and the spin-offs want to do their collaborative research. Also, the manufactures hope to buy products from spin-offs, and spin-offs want to sell their products to manufactures as well.

The road map on the enterprise management of ICT industry (suggested by JUAS on Jan. 2008) has been found as a good tool to share the idea of effectiveness on visualization, both for the business process developing and ICT application to enterprise management. This time, we challenged to integrate this road map and OW model to overview and reveal the CSF (Critical Success Factor) on the Food Processing Industry in which the member of us belongs to, and a simultaneous approach for visualization both on ICT application and business process developing has been revealed as a recommendable approach to gain CSF, as a result.
