JOURNAL FREE ACCESSRock climbing is growing as a forest sport, and it is anticipated that this will lead to a conflict between the increasing number of climbers using the rocks, and the local community and other forest users. This study’s purpose is to elucidate the management of a climbing area which successfully solved the conflict, and to determine what effect climbing has on local economic vitalization. We studied the Kasagi Mountain Climbing Area in Gifu Prefecture, where locals have a cooperative relationship with climbers, and collect entrance fees from them. Management is a collaboration between a residents’organization formed around the nucleus of a local property ward, and a group of climbing enthusiasts comprising climbers from nearby areas. But there are also problems with securing funds for area management. The Kasagi Property Ward forest, which originated from a former Meiji-period village forest, played an important role in establishing the climbing area. Further, a climber questionnaire (n＝46) found that climbers spend little money in the locality, and that they make little use of facilities other than convenience stores. However, at least 80% of the climbers are repeat visitors who represent a broad spectrum, showing that there is a wide variety of visitors.View full abstractDownload PDF (8275K) -

JOURNAL FREE ACCESSThe true picture of regional forest management was clarified from historical facts acquired through an analysis of the development of the two forest management councils in Akita and Yamagata prefectures according to forest policy during the occupation (1945-1952）. Under the leadership of the prefectural governor, the Akita Prefectural Forest Management Council, which tried to manage national and private forests regionally by the prefectural government, demonstrated the potential for new regional forest management practices. However, conflict between the national and prefectural governments eventually reduced the independence of the prefectural administration. In addition, the Yamagata Prefectural National Forestry Management Council performed unique activities as part of the prefectural comprehensive development plan that preceded the national comprehensive development plan. However, its activities were subordinate to national forest policy and lacked a general forest management perspective on managing private forests. JOURNAL FREE ACCESSThis paper concerns roles and potentials expected of lumber retailers. We interviewed eight lumber retailers in the Tokyo Region (Tokyo, Kanagawa, Chiba and Saitama Prefectures) and analyzed the results of the responses from five of them. We identified the following four viewpoints: processing, inventory, delivery and information sharing, in order to observe and define the changes in the nature of the lumber retailers’business and their management policies as a result of the widespread distribution of pre-cut products. The lumber retailers have enhanced their processing function to best meet customers’orders. They have reduced the cost of delivery. They have improved inventory management. These three functions are supported by information sharing with business partners and among themselves. They are conducting business by combining these four functions in a comprehensive manner. This paper also points out the crucial importance of information sharing among the upstream, midstream and downstream parties involved in lumber distribution. Under the difficult situation faced by the entire industry, lumber retailers should be able to become a significant contributor to the creation of new lumber demands through the sharpening of their knowledge of lumber and architecture, active participation in lumber distribution, and by establishing a venue for understanding each other’s situation and challenges via information sharing. Our plan is underway to continue this study by increasing the sample size so as to reasonably generalize lumber retailers in the Tokyo Region.View full abstractDownload PDF (372K) -

JOURNAL FREE ACCESSIn Japan, national forest authorities have shifted their focus on public functions, which are termed as “Forests for People,” due to the abolition of a self-supporting accounting system. Moreover, the number of national forest stakeholders has increased, with an influx of urban citizens. This study explores the issues surrounding citizen participation in national forest management, particularly elucidating the current status of the AKAYA Project in Minakami Town, Gunma Prefecture. The survey revealed that the activities carried out by the project supporters have bolstered opportunities for participation of urban residents. However, project supporters face a number of challenges, such as ensuring that their activities are performed on a scientific basis. To promote citizen participation in national forest management and actualize the concept of “Forests for People,” skill development of stakeholders is necessary for effective volunteer coordination.View full abstractDownload PDF (2592K) -

JOURNAL FREE ACCESSAlthough the small and medium-sized construction company (hereafter builder) plays a major role as a bearer of the regional wood use, the actual situation is not understood enough. In this study, therefore, we conducted a questionnaire survey to builders (295 builders) in three prefectures (Miyazaki, Fukuoka and Hiroshima) with different wood arrival structure, and 62 builders (21%) responded. We clarified the actual situation of regional wood use by the builders and the impression of the builders on domestic wood, regional wood, and imported wood. As results, it was shown that the utilization rate of domestic wood in the main wooden housing materials was high, and that the grades used tended to differ depending on the wood arrival structure in the region. It is also suggested that the difference in the wood arrival structure of the region affects the impression of the wood type of the builders. And, the sales appeal of the regional wood is high from the point of view of sensitivity in the region of low regional wood utilization rate. In contrast, the regional wood use may lead to a sense of security for the customer in the region of high regional wood utilization rate. On the other hand, there were few requests from the customer for the use of certified wood, suggesting that there is a problem in that there are few reasons for the builders to actively adopt it.View full abstractDownload PDF (1858K) -
