    The purpose of this study is to examine the responses of the timber products industry and distributors to the decrease in timber imports during the 2021 timber crisis in Japan, and discuss the issues related to the current timber distribution system in the country. To prevent the occurrence of another timber crisis in the future (or to mitigate its effects), it is necessary to expand the supply of domestic timber. However, this will take a significant amount of time. Thus, based on the current timber distribution system, it is necessary to prepare effective methods that can minimize the impact of another timber crisis such as varying the supply of imported timber and strengthening the business relationships with overseas suppliers to stabilize import volumes. Moreover, since the impact of the timber crisis was greater for supply chains with higher dependence on timber imported as finished products, timber supply chains must strengthen their inventory functions to mitigate market disruptions, particularly when the supply of imported timber declines.

    International forestry knowledge circulation took off in the middle of the 19th century. Germany was considered one of the leading countries in forest sciences. German forestry scholars travelled abroad to explore foreign forests and helped to establish modern forestry, e.g., in India or the US. Japan was also a country of interest, especially when German forestry scholars started trials with tree species from Japan in 1882. Dr. Heinrich Mayr, was the first forestry expert from Germany to explore the forests of Japan in 1885. He later held the chair for Forest Botany and Silviculture at the College of Agriculture and Dendrology in Tokyo from 1888-1891 and thus became one of the key persons in forestry knowledge circulation. Some of his students, e.g., Seiroku Honda or Zentaro Kawase, became leading forestry scholars in Meiji-Japan. For forest sciences in Germany, this circulation of knowledge was also important. For example, Mayr sent tree seeds to his colleagues and introduced new grafting and mushroom cultivation techniques; his reports about his travels in Japan gave deep insights into forest conditions and traditions. Traces of this knowledge circulation can still be found today, e.g., at the Experimental Forest Garden in Grafrath near Munich.

    Tourist cooperation is essential for effective management of invasive plant species in national parks. At the trail entrances of Mt. Fuji, scraper mats have been installed to remove seeds of plants from tourists’shoes. The imperative is to devise interventions to encourage tourists to use the mats. This study aims to identify the psychological factors influencing the behavior and behavioral intention of using the mats. We conducted a questionnaire survey to examine the influence of the following six factors: (i) attitude, (ii) norms, (iii) perceived behavioral control, (iv) place attachment, (v) risk perception, and (vi) knowledge about the role of the mats. The results showed that knowledge of the mats and norms were positively related to the behavior. Thus, information provision about the role of the mats and normative appeals at the trail entrances may encourage tourists to use the mats. Additionally, the behavioral intention to use the mats next time was influenced by perceived behavioral control, risk perception, and attitude. Therefore, strategies to reduce the time and psychological costs of the behavior as well as emphasis on the risk of invasive plants and the significance of using the mats may motivate tourists to use the mats in the future.

    While the workload of municipal forest administrations has been increasing since FY 1998, the number of their staff is far from sufficient. In 2017, the Forestry Agency introduced the “Regional Forest Policy Adviser” scheme for the assistance of municipal forest administrations, in which prefectural or municipal governments appoint technical experts in forest and forestry as municipal advisers. The number of Advisers has reached 258 in FY 2021, and their role is expected to become more important with the introduction of the “Private Forest Entrustment Scheme” and the “Forest Environment Transfer Tax” in FY 2019. This study clarifies the current situation of the Advisers through questionnaire surveys to all the currently enrolled Advisers. The result shows that: 61% of respondents are in their 60s or older, 63% are full-time staff, 42% of full-time staff are retired prefectural officials while 43% of part-time staff are employees of Forest Owners’Cooperatives, 54% were directly recruited by municipalities while feeling uncertainties of their job duties, 30% are conducting administrative work while providing technical advice, and 82% are fully/somewhat satisfied with their jobs. In order to ensure the appointment of Advisers, technical assistance by the prefectural governments, mutual communication among Advisers, and cooperation among regional stakeholders need to be further strengthened.
