It is necessary to foresee the risk affected by situational changes and to manage this risk to ensure the success of a project. The effective examination of a particular risk and the determination of appropriate project actions to manage such a risk require the use of past experience and data. Further, to understand the success or failure of the project and their relation to project details, the data of past EVM was collected in this study. Consequently, this study proposed a method of risk management that considers progress reports based on past data. In addition, it demonstrates a method incorporating proposals and techniques to make the risk management guides applicable to the measurement of the data pertaining to past systems development projects.

The most common criteria cited for successful projects are delivery time, cost, and quality. Therefore, it is necessary to fulfill these three criteria to ensure a project's success. However, in project planning, the presence of ambiguous conditions and uncertainty imply that fulfilling the aforementioned three criteria do not necessarily assure a high value for customers. This may occur because customers expect improved quality due to additional input resources, and their expectations exceed the pre-determined quality standards. To provide greater project value, management should measure the intrinsic value of the project by benchmarking the degree of achievement against the expectations of stakeholders. This study examines the process of value evaluation that determines the management index of the project based on the stakeholder's expectations.

Risk management is a series of activities which identifies preconditions and indefinite matters as risks before a project start, makes action plans to risks, and repeats check & action at the turning point of execution phases. However, in the present age when changes of the environment which surround projects are sharp, it becomes very difficult to identify risks exactly before a project starts. Moreover there is a possibility that an action plan which intended to reduce the influence of certain specific risk may generate another new risk. In spite of that, in risk management activities actually performed, it is common that a new risk of being caused by action plan is not examined. This paper proposes risk management method aimed to be able to analyze risks that will be produced by action plans based on System thinking approach.

Moreover, many researches on the project management in introduction of ERP software packages also exist. Since around 2010, as one of the management measures in our company, we had sought for unifying the information system of group company, promoting standardization of the indirect operating process of group company, and increase in efficiency in the company. Using the ERP software package, however, we reformed the information system about personnel salary/employment management for certain specific group company. Although cutover was on time for delivery in the ERP software package introduction to the group company at the first time by referring the know-how for the project success through paper and literature, the quality was not stabilized and the specification changes occurred successively in the maintenance phase. Then, as a result of performing factor analysis and action planning based on the reflection of the first-time experience, in the ERP software package introduction to 2nd another group company, we were able to improve quality sharply and consider it as the good success project in all aspects of QCD(s). In this paper, we mention the quality improvement activity in introduction of the personnel salary/employment management ERP software package.

Agile development method has been attracted attention as new software development method in current few years in Japan. However the ratio of applying Agile development method in Japan is still lower than in the U.S. and Western countries. This is because Water whole method has been matured and standardized development method in Japan One of the main reasons seems to be the difficulties of contract management consisting two major types of contract such as full-turn-key with fixed price based general contract and entrusted contract that contractor has no responsibility for outcome. This research shows an effective model of contract for Agile development method observing the contract model called "Information system model of trade contract" by MITI (Minatory of International Trade and Industry) and "A Proposed of Contract Model for Agile Development" by IPS/SEC (Information Processing Society). It also proposed a New Agile Contract model with some article for the contract. It aims to reduce time, cost and uncertainty of quality for contract management on an Agile development project.

There are so many studies on the management mentioned above that Customer Relationship Management (CRM) has been established as its methodology. On the other hand, while many literatures on PM competency for the customer communication management exist, there is none of the literature to edit as methodology. Therefore, we studied the methodology for project managers to manage the customer interaction with kinds of procedure to take and points to be aware in the information system development. In this article, we propose the "OSAKE Method" as methodology for the customer communication management in the information system development.

Nowadays the number of PBL (Project Base Learning) courses at engineering schools is increasing. But students having no experience with a project tend to get astray in their first experience and learn little by joining a project in the course. The key is how to let them prepared to join a project. The method implemented is as follows. First, the selected minimum project management knowledge is given to students. Next, tiny short (about one-week) projects are undertaken repeatedly; in which students may experience failure in apply PM technics. And, finally, students challenge a targeted project to finish in success, which may promote students' motivation to study further on PM. This method was evaluated by the course with 160 students in this spring. The student who had no experience with project now understands the essence of PM technics. And they can now make a project plan, manage own project, and complete it.

In recent years, the ambiguity of the request definition is concern. As a result, many examples with which a project falls into failure exist. It adversely affected quality, cost, delivery date each targeted for the evaluation of the project, and various actions have been performed. However, it has not resulted in solution of this problem by the requirements analysis method which is in use. Then, data mining is studied as different approach from the requirements analysis which is in use now. It aims at solving the problem that a leak or the hidden demand of user requirements cannot be extracted, by using the data-mining method to the user requirements data of a project in the past. Therefore, to perform the selection of the analysis method was applied association rule mining. As a result, the relationship of various demands was extracted and some unexpected relationship was extracted. A requirement analyst can foresee a user's potential demand from an early stage by using this result from the early stage of the requirements analysis of a similar project. As a result, it can respond also to the addition and change of a requirement which are also the cause of failure of a project.

Brainstorming (hereinafter referred to as BS) is a method of idea generation used mostly at the place of meeting or discussion. Sasai et.al. Investigated one of four rules of BS "being quantity from quality" quantitatively, and verified positive correlation between the quality and quantity of idea. On the other hand, the real parent of BS, A-F Osborne of BS, reported that an utterance is controlled in front of others. The authors generated a hypothesis that the quality and quantity of idea could be raised further by reducing utterance control (promotion of an utterance). In this research, based on consideration that a mental factor influences utterance control strongly, the authors proposed BS with utilizing action analytics, which is a one system of psychology. As a result of experiment to verify a hypothesis, the quality and the quantity of idea from BS which utilized action analytics were higher than those from usual BS, and so the hypothesis was proved.

In PMBOK, the predecessor (successor) activity is defined as an activity to come before (after) a dependent activity in a schedule. Based on this definition, four types of dependencies in PMBOK are explained definitely logically. However, logical relationship and time relationship do not accord in Start to finish relation. Therefore, in this presentation, author replaces logical relationship of activities with time relationship and priority of activities and then considers a description of four types of dependencies in the precedence diagram method.

The concept of the average information is applied to survey the cause of increase in the number of pages, knowledge areas and processes and then the evenness index of knowledge area and process groups in the five PMBOK^[○!R] Guides is calculated. As a result, the relations among the number of pages, knowledge areas and process are made clear in the PMBOK^[○!R] Guide. In addition, the conditional average information of knowledge areas is derived from a priori average information of process groups, so that we can make clear the mutual relation between the average information of knowledge areas and process groups. Therefore, we find that the probability of the average information is very high for the PMBOK^[○!R] Guide-Fifth Edition.

In this study, in order to contribute to the cost reduction of a company, or Green IT-ization, the risk management of public cloud computing is established, and public Cloud use of a company is promoted. Specifically, the risk at the time of using public cloud computing based on the result of precedence study is shown quantitatively. Specifically, the assurance which is the main countermeasures is applied. Thus, present public Cloud's risk degree is calculated first. Next, public Cloud's risk degree by assurance application is calculated. Public Cloud's risk degree by assurance application became a value close to hybrid Cloud, and these results were able to confirm the effectiveness. By calculating the cost which assurance takes, a future problem clarifies cost effectiveness and contributes to public Cloud's spreading and promotion.

This paper explains the procurement management techniques that are necessary to make a project succeed amidst prevailing conditions, in which outsourcing is an inseparable part of system development projects. Dealing with ambiguity has become important in the upstream process that will decide the ultimate outcome of a project. The various responses to ambiguity are divided into separate categories, namely, "aversion," "mitigation," "imputation," and "acceptance." In this paper, particularly close attention is paid to the "mitigation" and "imputation" techniques of responding to ambiguity. Specifically, response methods are introduced for each of the main aspects that will determine whether the project succeeds or fails, such as clarification of scope, prior arrangements with vendors, careful selection of vendors, and the appropriate execution of multistage contracts.

There is an emergence of stakeholders that cannot be predicted in the planning process of a project. The unexpected and existing stakeholders change their nature during the development process. These changes greatly influence the success of the project. IS021500:2012 and PMBOK Guide maintain stable management by updating original plans and monitoring and controlling processes the differences between what was planned in the start and what is happening in reality. Employing a PDCA cycle during the project makes it possible to achieve well-balanced tactics and strategic approaches followed by planning, monitoring and controlling processes. This process is similar to risk management, which discovers hazards and perils and effectively deals with them. When using a strategic approach, it is sometimes difficult to correspond to the changes of stakeholders that were unexpected at the process of planning. It is because the strategic approach starts managing the differences between what was planned and what is happening in the reality only after identifying the changes of stakeholders. It is necessary to include stakeholders that occur during the phase in the PDCA cycle. Changes of existing stakeholders during the progress of the phase should also be taken into a consideration. This study proposes a strategic approach that shows the movement of stakeholders by using a grid model that we developed. This model considers the emergence of new stakeholders and changes of existing stakeholders according to the development process.

Our company has launched a project to engage in improving "indirect works". In this project, positive effects have been obtained by means of reforming a communication model, modifying management processes, and introducing visualization methods. This paper describes efforts made on them and results of their evaluations.

With growing competitions, companies using cloud computing to reduce IT cost are increasing. However, it is considered that strategic information system supporting execution of company strategy is not fit for cloud com-puting. It's because company specific strategic requirements are included in strategic information system, and also seek special support when using cloud computing. To achieve IT cost reduction, narrow down the specific requirements and integrate the development of specific requirement into the installation work of cloud standard services. Additionally, it is necessary to minimize the impact of joint operation in cloud computing. Valid methodology for achieving cost reduction in the development of strategic information system using cloud com-puting is proposed in this research paper.
