In the progress of supply chain management, traditional management of ports as an interface between shipping and land transport has faced serious limitations. This study analyzes these limitations and proposes a new direction towards ports as logistics center rather than maritime terminals, discussing new requirements for strategies and institutional capability of port authorities. With analyses of European ports recently corporatized, the effectiveness of port corporatization is evaluated in terms of such basic aspects as decision-making, financial autonomy, and ability to undertake a range of strategies, identifying key issues in corporatizing ports. Also considered are its implications to Japan's port policy.
