This paper aims to evaluate consolidation/dispersion of West Japan-Southeast Asian routes by network equilibrium analysis. As with the consolidation of the main shipping route to the International Container Strategy Port, there is a movement to consolidate Southeast Asia routes. On the other hand, depending on the region, there is concern that the shipper's utility will decline due to its consolidation. In this paper, we apply network equilibrium analysis of bi-level model to container cargo transportation from West Japan to Vietnam as case study of Southeast Asian container market. Then, we try to analyze the efficiency of cargo transportation and the utility of shippers by simulating the case of concentrating routes to Hanshin Port and the case of distributing.

Hakata port has been the busiest cruise port since 2015 in Japan. In this paper, we considered the reason of this fact based on previous studies related to the rapid growth of Asian cruise market and the strategies of cruise lines or cruise ports to give indications to Japanese cruse port policy. We revealed that the geographical proximity to Shanghai port, developments of port-related infrastructure and so on let Hakata port show superiority as a first port and previous studies gave us many suggestions to consider the future situation of Japan’s cruise tourism.

The authors analyzed the pilot project of Maritime Single Window (MSW) in United Kingdom (UK). The result shows that the differences of MSW between UK and Japan are existence of mandate from an external framework, separate set-up with the Customs’ system and the role of Port Community System, while the similarity is the phased integration with other related government systems. Also, the authors identify the key points of introducing MSW to be external framework combining international conventions or agreements with financial support and organizational settings for the establishment of MSW.
