  • - Evaluation of the option value of a local bus service -

    We review the 'option value' of transport services that has little been evaluated, and put it in the transport economics content. We try to evaluate the 'option value' of a local regular bus service in Ajigasawa Town in Aomori Prefecture, north part of Japan. This service is under risk of close and supported by the community residents through buying multiple tickets of 2,000-yen par month. We find an annual option value around 10,000-yen par household. This amount is not so big, but it means a few free ride e.g. the voluntary mechanism being well functioned.

    Recently, there are many application development by using IT and ITS for traffic surveys because of necessity of detailed transportation policy evaluation. The purpose of this paper is to develop the data collecting system for human travel behavior in urban area. The developed system consists of Personal Handy Phone System and Computer Integrated Server. The functions of tracking and location information are used for positioning, and test subject's travel behaviors are estimated by using GIS. As the demonstration, developed system was applied in Tokyo urban area and Sapporo city. Finally, actuation of the developed system and it effect for collecting travel behaviour were confirmed.

    Most of the “towns” in Hokkaido were developed along with the railway which was the important transportation method in the pioneer ear. However, following the motorization in the recent years, a railway station area is not necessarily as the center of the “town”, and the structure of the “town” is changing greatly. Under these circumstances, cities in Hokkaido try to revive the “town” by reactivating the railway station area where used to be the core. This is to introduce such cases of improvement project for the station area in Hokkaido and to describe the concept on future urban developments and the relation as a railway operator.
