    Hokkaido government intends to vitalize the Hokkaido economy by promoting tourism. The target was set to increase the number of foreign tourists who visit Hokkaido by 540 thousand until 2011. However, nobody has verified the feasibility of this target. We statistically tested this feasibility and found that the target would be achievable. In addition, we found that the increases of foreign tourists would increase regional output about 60 billion yen and reduce its unemployment rate by 0.3 points.

    Road Bureau of MLIT considered on the development and the application of a method in accordance with comprehensive evaluation method at the consideration of development method on national expressways for further discussion, stepping on the results of discussion in Promotion Committee for the Privatization of the Four Highway-related Public Corporations.

    In this article introduces both concrete contents of comprehensive evaluation method and the challenges to be cleared through a study of the development and the application of a method for further improvement of comprehensive evaluation method.

    This paper aims to reveal the structure of customer's consciousness by applying the theory of the psychology about consciousness structure behind the customer's needs for public transport. Customer-oriented principle is the basis of this analysis. This study is useful for developing policy evaluation system and improving quality of public transport service, as it is based on a shared understanding of the outcomes with cooperation between partners.

    In this paper, we propose a real-time forecasting system of commuters in the public railway network in Tokyo metropolitan area. The system has the following characteristics: (1) It treats time dependent traffic demand. (2) It employs a timespace network which could honestly expresses the timetable of trains. (3) The whole route of each passenger from his/her origin to destination is considered. (4) It assigns each passenger to his/her route by solving user equilibrium flow assignment problem. We considered three applications to demonstrate usefulness of our system. The first is to forecast how many commuters would change their routes to use newly opened railway line "Tsukuba-Express". The second is to calculate change of the transportation capability by degrading express trains to local ones during the morning rush hours in Tokyu Den-en-toshi Line. The last is to estimate the effect of staggered departure of commuters to their offices in order to reduce congestion during the morning rush hours.

    The mission of managing an airport is not only financial efficiency and soundness but also to ensure appropriate services, accountability and transparency. The Administrative Assessment Method (AAM) is a framework for accomplishing the mission of airport management. The service criteria and measurements are crucial factors for AAM. This study, reviews leading cases in the world, aims to contribute to the discussion on the quality of service criteria and measurements at airports as an assessment method framework for airport management.
