As parking problems are directly caused by the existence of illegal on-street parked vehicles, effective and sustainable parking strategies should have a way, which has to be recognized by the most of street users, to change such illegal behavior of on-street parkers. Therefore, an analysis of parking behavior plays an important role in a parking management system. This study develops a model on parking location choice behavior, which composes a simulation model to evaluate a parking management system, together with a parking information and a parking performance sub-systems. Based on the model, this study discusses a desirable parking management system which are effective to manage all parked vehicles included on-street parking.
