The time and effort required to correct a software defect that enter the product in its development phase increase as the detection of the defect gets delayed and becomes later in the process, causing the increase of development cost. Investigating the cause of the defect and the reasons for the delay of its detection will lead to finding improvements for the development process. We would like to present a method of process improvement which focuses on the analysis of those software defects that weren't timely detected.

In the deployment of Enterprise Project Management (EPM), it is an undisputed fact that Project Management Office (PMO) plays an important role. As a bottom-up approach that complements the top-down approach promoted by PMO, a case of PM community activity is reported in this paper. It outlines the activities of a PM fostering task, a voluntary task that was formed in IBM M&D (Yamato Laboratory) in 2005. It also describes the effects of the task activities so far and discusses the effectiveness and impact of community activities as a bottom-up approach.

In NTTDATA Public Administration Department, we have been carrying out the PM education using the mentoring techniques to succeed skills and know-how from experienced PM to PM in the growth. It is important that the process in which mentees practice what they learned in the mentoring, but it is not always practiced due to their business condition. To solve the problem, we design the mentoring program based on idea of the action learning techniques which enable mentees to continue the learning process. In this paper, we would introduce the problem of what we have faced when carrying out the mentoring program, and the solution using the action learning techniques as a first report of the mentoring program under execution.

As more open-systems development projects are running in the midst of growing demand for IT, the number of project managers required is also mounting. On the other hand, project conditions are getting tougher year after year. As a result, it is very difficult to provide enough training for project managers. In order to solve difficulties in the training and accomplish further growth in our SI business, NTT Data has been applying the in-house PM accreditation scheme since 2003 as a part of its skills development programs for project managers. NTT Data's SI competency department PMO is currently planning to implement measures, which are expected to start in the course of 2006, that focus on improving the quality of project management skills. We explain our activities as a case study of PMO.

The issue of skill development for project management is to learn expertise knowledge and to master his jobs through practical experience. In the Skill Standards for IT Professionals (ITSS), while the characteristics of project that they have experience are described using the key performance indicator, skill activities are not described. So it is difficult to get some guideline from the key performance indicator in ITSS. In other hands, evaluation for skill is also to measure experience from the some view points. There are many types of viewpoints to measure skill experience. Evaluation skill should be utilized some types methods in combination. In this paper, at the first, the view points of methods as attributions of evaluation are explained, and the some types of methods are identified with the view points. Then the characteristics of experts are measured. The subjects belong to a large IT service company. 33 project managers participated our investigation from the same department. The complexity and size of project as the key performance indicator have co-relations to the judge of high performance. These performance indicators have a few relations to maturity of risk management skill and leadership skill etc. These performance indicators will be derived from the practical experiences of human interface design activity and accountability.

The personal characteristics of a project manager play a large part in determining whether a project will succeed or fail. One vital trait is fortitude at times of adversity. No matter what critical situation the project may be in, the project manager must retain a sense of humor and draw out team members' laughter to keep them motivated in times of difficulty. We call this "shoryoku," or "power of laughter." This paper discusses the process of creating "power of laughter" in project management.

We have developed the system that supported an initial evaluation of opportunity, risk and justification of the project in an initial phase. It calculates the index of opportunity, risk and justification by using the checklist. And it supports a management strategy decision by project portfolio, the individual project status and an extraction of risk pending issues. Moreover, to improve an effectiveness of this system, a suitable checklist for the division that used this system was defined with the division member. In addition, a real project was evaluated by using this system, and the utility evaluation of the method was executed.

The promotion side might not advance as intended when the techniques of a new development process and the development standard, etc. are introduced, progressed, and spread to in-house. It is important to do the development (diffusion strategy) matched in object group and engineer's states when diffusing like this. Authors constructed the diffusion model and the strategy that paid attention to the psychology side as part of the Motivation research this time. Seven elements are listed, (1) object, (2) promotion method, means, (3) promotioners' characteristics, (4) management layers, (5) characteristic of the object groups (6) external information or pressure, and (7) individuals' roles in the team. The relations between these elements were examined, and it constructed it as a spread model. It was able to be concluded that it was important to take the spread strategy matched to the characteristic of the object group for smooth introductions of the result and a new technique and the technology, etc. We plan to verify models to develop the measurement by quantitative data. We hope to deploy these models with a lot of engineers involved in the work of the promotion and the introduction.

Since projects involving the development of dealing systems for financial institutions require expert knowledge in financial issues as well as advanced mathematical engineering, it is common for these projects to become so-called "Global projects", where the project team includes members from overseas system vendors and colleagues from overseas group companies. Furthermore, the rapid move toward globalization in recent years has made global projects a familiar reality. A "Global project" is defined as a project where the project team consists of members from multiple countries or regions. Therefore, in order to push the project toward success, the team must overcome various issues such as differences in language and cultural backgrounds among the members. Based on the author's past experience working on global projects at US/ Europe based companies with members of various nationalities, this document discusses key elements necessary in developing a cooperative relationship between Japanese and foreign team members, and aims to offer suggestions to managers of global projects in order to move toward success.

After the enforcement of the Sarbanes-Oxley Act (hereafter referred to as SOX Act") in the US and the subsequent circumstances, discussion and development of the laws have been proceeding in Japan. This is based on the obligation of internal control for the director, administrative executive, and CPA being an external auditor, of a public company (hereafter referred to as "company").In practical terms, the international standard for the basic outline of internal control would be the internal control framework (hereafter referred to as "COSO Framework") indicated in the "Internal Control - Integrated Framework", completed in 1992 by the Committee of Sponsoring Organizations of the Treadway Commission, commonly known as COSO. In Japan, the basic outline of the internal control based on this (hereafter referred to as "Japanese COSO Framework") has become clear, and "Response to IT" has been newly added as one of the basic elements for the internal control. This article will consider the role that project management should perform and its effect for the internal control, after examination of the overview and features of the Japanese COSO Framework.

The optimal curriculum for basic education on project managing in university is proposed to shorten education period in actual society. The factors that failed projects are taken out from the actual project records. After these factors are analyzed the optimal curriculum that is consisted by the effective knowledge, technologies as the countermeasure for preventing these factors is proposed.

The introduction of the project management (hereafter, PM) into the elementary education was investigated as one of the solution methods of various problems such as disorder in the classroom and the scholastic attainments decrease. The PM elementary education using the Trade Game (hereafter TG) was introduced to promote necessary skills for the communication and the leadership, etc. by the elementary education in this research. As the results, it is recognized that the effective application method of the PM education for the elementary education to promote the necessary skills such as leadership, communications, etc. by the group study.

In this study, the evaluation method of commitment of software development project was proposed. The survey was conducted for an information system engineer assigned for software development project. The organizational commitment was analyzed by factors analysis. It is possible for project manager to grasp the relation between the member's personality and their commitment.

Today's business environment changes violently, and many companies have continued discussing about the TO-BE state of the IT systems, which concerning their contributions to the business domain. The enterprise architecture (EA) began to attract attention again. The communication is one of an important factor that conducts the project successful result. The evaluation of the communication level is needed to find week points of the project communication status. In this paper an evaluation model of communication is proposed, which is constructed by using the concept of CMM (Capability Maturity Model). The proposed model is verified by using actual project records and found the relationship between evaluation level of communication and project successful rate.
