In the system development of Japanese large-scale financial institution, regulation of supervisory authority and stakeholder's risk tolerance are very high. On the other hand, as the industry trends, the cost applied to system operational expenses is being reduced. In such a situation, Project Integration Management regarding to of the quality applied from clients and cost becomes important. As the technique for maintaining the balance of quality and cost, conducting Benefit/Cost Analysis in the stage of Quality Plan is recommended by PMBOK guide. However, in these days, it is increasingly difficult to conduct Benefit/Cost Analysis in the stage of Quality Plan. So, as the hint to conduct Benefit/Cost Analysis, Project Integration Management is effective. By Project Integration Management, the quality applied from clients and the contents of activities to realize that can be clarified and Quality Cost can be estimated precisely. Moreover, the Quality Cost of the whole project can be gradually reduced by performing integrated management continuously.

In order to succeed IT project is to ensure the quality of the software development is essential. To do so will require thorough testing and bug fix enough. However, quality control of the viewpoint of the success of the project is not only that. Each step up to the migration of requirement definition, it is required to ensure the quality of work. It is also important to match the complete contents of the document description and the actual work plan and design documents, and instructions. As a means to meet them at the same time, we focus on the quality checklist. In this paper, we report the case and its effect on quality management initiatives utilizing quality checklist.

For successful SI(System Integration) project management, it is crucial to detect erroneous design as early as possible, because earlier detection saves larger failure recovery cost. Therefore, it is necessary to assess the system being developed satisfies requirements in whole period from a design phase to an implementation phase. However, it is difficult to check the non-functional requirements (NFRs) in design phase and succeeding implementation phase. In this paper, we describe the process for assessment of NFRs with model-based system engineering environment named CASSI that predicts the performance and availability of enterprise IT systems. The contribution of our proposed process is iterated examinations for the NFRs built in the design phase and the implementation phase. Because our method evaluates the NFRs with actual measurement values and assumed values, in design phase or early implementation phase, we can evaluate the NFRs with assumed values. And with progress of implementation, we can evaluate NFRs with actual values. This process makes us to find problems related with NFRs.

The lack of the software development power and the high cost of development in Japan are serious. They have deep impact on Japanese companies. They must engage software engineers globally as soon as possible. The barriers in software development within the country are few because of the same language, the same place, and the same culture. In the offshore development, there are several risks caused by the difference in language, the difference in culture, and geographical distances. The quality of the offshore development improves by taking countermeasures against these risks. Japanese and Chinese are using two byte characters, Chinese characters. It is possible to develop software with Japanese documents in China. Therefore, Chinese offshore development is widespread in Japan. This paper describes quality risks and countermeasures of Chinese offshore development.
