The twentieth century was an era of inventions and technological innovations. Useful tools raised living standards, while faster transportation expanded the scope of society and logistics, which led to an unprecedented expansion of trade area. In particular, the advent of the computer as a powerful tool to aid intellectual activities has created a global network, which is rapidly eliminating temporal and spatial restrictions. The world has entered a new era, with IT revolution as a banner to improve productivity. New technologies are applied to social infrastructure one after another, much in the same way as they are introduced to application development projects. This article will discuss areas of IT project management of the new era, which will be affected most in view of the current state of society and trends in technological innovations.

This paper describes a traffic flow simulator using Cellular Automata and a draft of logistics planning based on the simulator. Cellular Automata is an effective method of emergent computations called Constructive Approach. Traffic flow is a typical example of Complex Systems in which the whole phenomenon from the local interactions of components of the system emerges, therefore logistics planning should be essentially designed considering implications of traffic flow. In this study, traffic flow simulator is developed using Cellular Automata. Logistics planning is framed by optimizing vehicle allocation plan, vehicle routing plan and so forth with the help of Genetic Algorithm so that the total cost calculated from conditions on utilization of trucks etc. considering the traffic flow might be minimized. The applicability and effectiveness of the proposed approach for logistics planning is investigated with simulation experiments.

So far, decision-making proceeds to some methods like as AHP has been conducted empirically by project managers or engineers that have certain quantity of knowledge for each field. However engineering enterprises do not always store up the know-how that is necessary for the entry into a new business segment. This paper revolves around the cognitive-psychological modeling which reflects decision making process that is crucial element for the purpose of making up an aiding tool which shall be available when selection problem occurs in a new project.
