Engineering enterprises usual used the Outsourcing for the purpose of the reduction of the cost and the efficiency of the work. But recently they are pressed to reform the business structure and convert the business model in the long term depression. In these situation, they are expected to move to the full-Outsourcing that they use the Outsourcing for all the work from the plan to the execution. Under these condition, they convert the business model to the service field from only the fabrication field. Otherwise the Engineering enterprises in Europe and America, already progress to the third step of the Outsourcing and find into the service business field for the operation and maintenance, the engineering technology and the business support as a new business. The theme to be progress the outsourcing in the Japanese engineering enterprises are as follows. (1)What are the business for the service to make the best use of the fabrication technology? (2)What are the personal management system for the right person in the right place in order to get ES(Employer Satisfaction)?

The demands of the Mass Transit System like Metro and elevated train have increased rapidly even in developing countries from the viewpoints of environmental benefits and the counter measures against traffic jams. But the business is one of the difficult sectors by taking the huge amounts of the investment. By introducing the cases in Japan and Thailand, some types of the business, operation and finances are analyzed. Finally we realize that the PM in the sector is required to pay much attention on the comprehensive measures and approach especially including the financial views.

Ordinarily, companies contend with one another for competitive advantages. In recent years, however, information technology (IT) has made possible a new kind of organization beyond the frameworks of individual companies. In a joint research project, the Japanese automobile industry postulated a virtual company made up of actual companies in collaboration, and performed an experiment to see how well it would work. Reviewing the results of this experiment guides the considerations that would be important to such a project, and the IT constitution that would be required in order to manage it. In this paper I describe considerations important to the management of such a project; suggests a supporting communication infrastructur; describes the problems that arose during the project, and tells how the problems were dealt with. Considerations of the likely phases in the development of IT for sharing information among participating members, based on the IT constitution that was actually implemented for each phase in the project, those are analyzed as the problems that remain to be solved.

The purpose of this research is to analyze structure of accidents generation in organizations based on the system methodology. It should contribute to a preventive approach at the project management stage of the future. First of all we point out necessity of an interdisciplinary risk management research over various areas of the safety problem. We in particular deal with "Organizational Accidents" in this research. To prevent the accidents, it is indispensable to recognize and understand potential danger which exists locally at the stage of "Concept making" and "Predetermined the definition" of the project. It is shown that the diagnosis for accidents prevention is necessary in system design phase. We insist that it should be effective to model the organization accident based on the idea of poly-agent system. Finally, we validate the models by using the case studies.

Because of serious deflation prevailing in Japan, college graduate is annoyed to look for chance of employment while expert faces lay-off problem. Two principal causes are deemed to be dominant that knowledgeable worker may not transfer from declining to growing industry. Executive manager is interested in neither serious creation of new business nor methodology while individual continues to keep learning attitude or to implicitly explain experience in life-time employment environment. Competence baseline is based on the discipline by which peoples reinforce and certify hidden capability explicitly. Project Management is interdisciplinary science by which technology, practice and vocational knowledge are integrated. Body of knowledge like PMI PMBOK is well known, but ICB is slightly recognized in Japan. This paper introduces ICB discipline and finally discusses the viewpoint of intellect integration in practical interdisciplinary science.
