The mythical man-month law claims, "Adding manpower to a late software project makes it later" and is understood correctly because software product is not divided into smaller units such that human can work on those smaller units immediately and in parallel. This is stated in short that the man-month quantity differs from the calendar month quantity. ln addition, two tasks of the same size require different workloads if the sizes of the systems to be developed are different according to the COCOMO II model. The work breakdown structure (WBS) assumes independence among WBS items in estimating the workload in man-month unit, allocating project budget over the work items, and developing the schedule given in the calendar month. In this paper, we first show that, especially for IT projects, the mythical man-month problem is inherited in such practices that utilize the independence assumption on WBS items. Secondly, according to the WBS based current practice on the cost budgeting, we show that a project will be late in the calendar time if the resource is estimated and allocated to each work item such that the work items are assumed to be independent from the other items. A new method of resource allocation (new budgeting) that is consistent wilh the person-month concept and the COCOMO II model is proposed so that project delay is avoided.

Analytic Hierarchy Process (AHP) is a means to facilitate the decision malking by mixing the subjective view and systematic process. AHP is applied to see the function priority in defining a concept of a new ThinkPad T series. The PS/2 mouse connector was actually removed as a result of the analysis. The importance of the battery hour and the light weight is also revealed to be a priority attribute of ThinkPad T series.

Risk Management has several origins, and thus it has some differences in terminologies and processes among each research area. Therefore, many standards and guides have been issued recently in order to overcome such barriers and standardize Risk Management. In this report, we made a research on the definitions of the "Risk" on those standards and guides, and considered their features, including their differences and universality.

In recent years, IT system development projects have come to be diversified and complicated. Their exploitation is required in a short term, and the change requests during the development have been increasing. In such circumstances, the importance of the risk management in IT projects has been strongly escalated as well as the number of troubled projects increasing. We have promoted the development and the application of "Project Risk Management - Pre-self Assessment Sheet" as a risk management tool for IT projects. This paper outlines the development and utilization of the tool.
