Project management should be a powerful technology not only to manage but also to create new projects. Quality Function Deployment (QFD), as a supporting technique in product development, clarifies customers' quality requirements, creates new concepts of products, extracts bottleneck-engineering and cost problems, reduces lead-time of development, and send attractive products into market. The way of thinking in QFD could be expected to extend the quality concept like customer satisfaction to stakeholders' satisfaction and be useful for extraction of bottlenecks and for reduction of lead-time in project.

Number of the offices and plants to which ISO 9000 was certified is now more than 16, 000 in Japan. Its certification was given to not only the manufacturing industry but also government offices and service industries. On the other hand. project management guideline ISO10006 (PM) has become popular rapidly in the construction, the engineering, and the software industries. Especially, because the construction business is project oriented, originally, the introduction of PM is now accmplished mainly in the big businesses. At the same time, Ministry of Land, Infrastructure and Transport has a plan that will introduce PM as the management system in addition to ISO standards of the quality, environment. In this research, the framework and the technique of PM are applied develop higher leveled quality system in the construction industry through integration of ISO9000.

This paper describes a specific application of multi-window-typed system designed to facilitate the evaluation alternatives. AHP is a typical method to support the collaborative evaluation. In this method, in order to get a common agreement, it is necessary for participants to be confident of recognizing their problem chart. This problem chart should be not only clear but also as rational as possible. ISM is a typical method for making a problem structure by avoiding bias : cycle-relational recognition and dummy elements. In this paper, a system by using AHP in combination with ISM is reported. To combine two methods, 'weighted skeleton matrix' is proposed. An early experiment suggests that the prototype system is still incomplete, but there is a good match between the system and an infrastructure planning for the civil construction.

This paper, together with a preceding one, presents a survey of curriculums for project management education currently provided in schools, individual companies, and professional organizations. Following Part I which dealt with the programs in schools, Part II focuses on the education for professionals. In IBM Japan and NEC, two representatives from the information industry, PM education not only contributes to the employee's career enhancement but also is identified as corporate primary strategy. Professional organizations PMI Tokyo and JPMF provide their members from information and construction industries with extensive education for PM skill and PMP qualifying exam. While the current education for professionals tends to treat detailed case studies of the specific industries, it could be more effective and generic if the courses are organized more systematically and possibly combined with theories.
