Project managers usually spend about 90% of their time for some sort of communications, and at least the half of the communications time will be spent with their team members. However, communications behavior cannot easily be measured. This paper addresses the information distribution and sharing in an R&D project by analyzing the distributed databases, and shows that the periodical data collection on the databases can effectively monitor the communications behavior as the project progresses and can improve the project communications.

IT Project Management mainly consists of "Progress Control", "Problem Control", "Change Control", and "Risk Management". In this paper, I would like to focus on "Progress Control", dealing with how, to manage time and cost effectively by using EV Analysis, which is the basic progress control tool in IT projects. This system is practically used by my project team's members as effective PMIS (Project Management Information System) , providing common understanding of project progress. I hope this paper would give a solution for project managers who are looking for useful progress control methodologies and PMIS.

The improvement of customer satisfaction and a cost reduction are together important themes for the modern enterprise management. On the other hand, Project management is important one element of the modern enterprise management. Then, as for this project management as well, these two themes are the important goals for control to establish in management strategy. But, a cost reduction is sometimes inversely proportional to the improvement of customer satisfaction. In other words, it becomes increase in a cost by advancing the improvement of customer satisfaction, and the decline of customer satisfaction is decided to be brought by doing a cost reduction. As for the contract project of the development of an information system that a writer is engaged, it was found out that the effective application of the communication management was important to attain these two goals at the same time. A kickoff meeting for the team building at the early days of the project was especially important again. Relations between the customer satisfaction improvement in the information system development project and the cost reduction are explained by this thesis. Then, a method with the communication management which kickoff meeting is made use of for effectively is stated toward two goals.

An unified approach is considered to the optimal allocation of human resources for the activities in a project. Project activities are broken down into work packages for functional organization and the work volume of these packages are estimated according to the characterization of the project engineering work, which are evaluated considering the severity of cost, schedule and quality. Since those work volumes include various grades of works, scheduled times and man-hours depend on the skills of available persons of engineers in the organization. In consideration of these circumstances, the human resource allocation can be actually realized and utilized. This article proposes the procedure to determine the optimal number of classified engineers required to perform those graded works, base on the evaluation of work volume in the specified work packages.
