Toshiba Solutions Corporation began the offshore software development in 1996 and the ordered volume is 100 times at first by present. We've tried to solve the various problems on the quality of the software products and project management with the offshore partner. In this paper, the effect of the organization activities to improve the quality of software product and the ability of project management is discussed.

Many years have passed since Japanese companies started development of the software using China and an Indian software manufacturer. Its purposes are both the reduction of the development cost and the utilization of excellently talented persons. However, all projects were not always of success because of the difference of languages, culture, corporate climate and the business environment. Rather, we have lots of issues that should be improved for the success of offshore software development projects. In such situation, it is paid attention that the attempts to the success in the projects using modeling technology in offshore software development in order to improve the communication between outsourcer and contractor. We made "UML application guideline for offshore development" from the viewpoint of "how we should use modeling technology" for offshore software development. I'm going to explain about the contents of this guideline, and I hope that it is helpful for the success of as many as offshore projects.

I participated in the confusion project as a project manager on the way. Understanding a current problem to make it quietly appropriately, ascertaining the priority level of three elements (quality, schedule and cost), and corresponding are important. The action process of PM is to understand what the problem accurately early as a result, to do the information gathering by the parties concerned' cooperation, to set the hypothesis for the problem solving, to act actually based on the hypothesis, and to examine the improvement plan based on the check, the evaluation whether the project improved it, and the evaluation. It is thought that the confused project faces the improvement by doing this repetition action. This time, the project that actually faced was confused indefinitely in scope. In this material, the verification and the evaluation are done for the decision making process to make the project confusion quiet.

Approaches and outcomes of a software process innovation program are reported, which has been conducted by the group composed of two works in Mitsubishi Electric Corporation and their two subsidiary companies in order to achieve the whole best of software development processes in the group. This program is characterized by group-wide sharing of a standard process, a shared personnel training measure and a process quality assurance system, and establishment of a PDCA cycle in the group by using an original process assessment.

CoBRA method is a technique for offering means to develop estimation model of organization by combining expert's experience/knowledge and small number of results data. There are a lot of organizations that can apply CoBRA method because it doesn't need large number of results data for the estimation model's development. This paper presents a procedure for developing a temporary estimation model in a short term by minimum participation of expert of domain which develop estimation model by effectively using "Asset" in which expert's experience/knowledge has already externalized explicit knowledge. Moreover, authors actually applied this procedure, and confirmed the effectiveness of this procedure.
