In the "e-business era", IS organizations must establish a new mission and transform themselves to cope with new business environment. In this essay, the Skill Development Framework is proposed to identify those new skill requirements an IS organization must satisfy to fulfill its newly defined mission. This Framework recommends the top-down approach where respective skill requirements are derived from the clearly established IS mission. This framework also demonstrates that IS personnel must collectively develop a wide variety of business skills well beyond traditional IT realm, including those required in management. Career path model to support implementation of this framework and guidelines for skill evaluation and certification are also discussed. Finally, transformation action plan is described with emphasis on principles that ensure its success.

By citing a successful R&D project as an example, the significance of the government supporting program is briefly outlined from the view point of encouraging small and medium scale enterprises (SMEs) to their accomplishment of R&D projects. For SMEs which are not furnished with sufficient operating resources, taking full advantage of the government supporting program is quite effective to put R&D projects into practice. Such programs as the technology transfer run by the Japan Technomart Foundation, and the financial support and the technical consultation run by the prefectural government are recommended to be fully incorporated in the R&D project.

Research and Development(R&D) activity is implemented by excellent researchers in indifference to their nationality. It is becoming extremely important to get excellent and many foreign researchers for promotion of R&D. The aim of this thesis is to analyze the state of arts of flow of researchers in Asia Pacific region and consider ways to promote the free flow of researchers among Asia Pacific economies in multilateral directions. The eighteen economies and 2,462 individual researchers in Asia Pacific region participated in this survey work implemented in 1997 and 1998. "Indicator of Preference of Foreign Long-term Researchers on Individual Economy" is designed for quantitative analysis of oomparing R&D environment of each Asia Pacific economy. It is clearly shown that Singapore and USA are the most attracting economies in Asia Pacific region for foreign long-term researchers.

In the software development project, it is very important to perform works based on methodology. If we start working without methodology, we will be unable to make effective project plans, which may lead to failure in project management itself. We will also face the same problem of software development in the project pursuing newly creative objectives. In this paper, I clarified wants and needs in building methodology by categorizing them to what is necessary, what is better to have, and what is related to quality. I also reported a case of methodology development with those factors incorporated.
