Project Selection is a key process and starting point prior to project initiation. Project Manager should be involved proactively to finalize project selection (=Project proposal) as an accountable executing manager on the project. In other words, the success of Business and/or Project is very much depended on this selection process. This paper discusses what is a background rationale to be considered on the process and market planning/portfolio analysis methodology which we are using.

A solution of human resource allocation is discussed in multi-project execution. All of those project works can be defined as a product-based flow diagram according to the precedence of work packages. Taking a certain period of project execution time, multi-works in the product-based flow diagram can be performed by a super engineer who is a virtual engineer as an agent. Real engineers can be assigned to support the scope of works through the virtual engineer. This approach enables human resource to be adequately allocated not only to a single project but also to the multi-project.

R&D internationalization, i.e.setting up of own R&D laboratories abroad and/or collaboration with local companies and R&D institutions, has been accelerated these days. And many developing countries or economies (hereinafter "economies") are taking political measures for inviting R&D activities of MNCs (Multi National Corporations). The top 5 reasons given for locating R&D in different Asia-Pacific economies are: Close to market or customers, Establish an integrated system ranging from R & D to production & sales, Establish a regional R & D base in this economy, Apply parent company's product, equipment and technology in this economy, R&D support for manufacturing facility and servicing customers. The study result has brought out the very striking observations, which are quite opposed to the traditional view. Traditional government policies for foreign direct investments, such as tax and non-tax incentives, do not seem very effective in attracting MNCs' R&D investments.
