It has been four years since the technology transfer policy of the Japan Patent Office was put into effect by the Japan Technomart Foundation. Technology transfer is considered as an effective measure to create new jobs and companies through licensing industrial properties which are not effectively utilized in Japan. With the aid of government economic development programs, encouraging and supporting small and medium scale enterprises (SMEs) and start-ups is essential to activate economy. Towards this end, about a hundred technology transfer specialists assigned to local governments and TLOs have been playing an active part. In this paper, the current status of the technology transfer in Japan is briefly introduced and a measure to promote the technology transfer is discussed from the viewpoint of project management.

Going ahead with the incorporation, National institutes and universities are required to be responsible for every single cent invented. The project management is noticed as a very promising technique to achicve the final goal with limited resource. This paper first introduces the R&D system the Singapore implements in the manufacturing industrial. Described in the later half of this paper is the successful case study of project management conducted with ATP (Aerospace Technology Program) at Gintic Institute of Manufacturing Technology in Singapore.

Research and development (R&D) management of a project carried out by a research consortium is described for the case of "Miniature production system" project, as an example, At the stage of the settlement of the project theme, the outlook for actual business and the company responsible for the business should be clearly defined. On the commencement of the R&D activities, the general rules for handling the intellectual properties and protecting the technologies and information owned by individual member with in the consortium should be constructed. During the implementation of R&D joint works, the flexible administration permitting even the change of the plan and fast decision making with in the consortium are key factors for successful R&D.

The technology transfer to development country is very important in order to realized the industrialization of developing country. However, in the plan phase of this project, the effect measurement standard and it process are problems. In the implementation phase, this project is not carried out with smoothly by both difference of the thought and action, differences technical strength and so on. The excellent supervising engineers that is project manager and management system are required to solves such problems in the project. In this paper, the importance of project management in technology transferee is discussed by including personal viewpoint.

Motivations are the most important factors in engineering processes. Existing research for project management from mental aspects such as motivations has resulted in a body of good concepts but no systematic approach. This paper presents the Motivation Map, which shows the structure of motivations, and the Motivation Model, which depicts the basis of motivations. These are based on "Maslow's Hierarchy of Needs". We also propose the way to encourage engineers in their motivations for successful sortware projects.

The Japanese Ministry Of International Trade and Industry (MITI) decided to embark on a program in 1990 to promote the solar cell industry for solution of climate change and oil crisis. We evaluated four kinds of photovoltaic products, namely : single crystalline silicon; polycrystalline silicon; amorphous silicon and compound semiconductor from viewpoints of product cost, conversion efficiency, R&D cost, and reliability suing the analytic hierarchy process (AHP). And we analyzed project planning, schedule and organization.

This paper, together with a subsequent one, presents a survey of curriculums for project management education currently provided in schools, individual companies, and professional organizations. Part I deals with the programs in Chiba Institute of Technology, three graduate schools in the United States, and a unique contribution at the elementary level by NFTE. It is discussed that the PM education in schools, enriched by case studies, enhances the student's capability in basic skills, motivation, communication, and problem solving. As a result, it produces human resource with a wide perspective towards goal achievement.
