ISO 9000s:2000, Quality Management Standards promote the adoption of "process approach" for organizations to continually improve their quality management systems. This paper presents the discussions on the evidence for effectiveness of the process approach. After investigations on the concept of "Business Process Re-engineering (BPR)"implemented since early 1990s in U.S.A., it was confirmed that the effectiveness of "process approach" has been demonstrated.

It is clear that the quality management has contributed to the growth of many enterprises in the latter half of 20th centuries, as the local tool (i.e., the quality control, abbr. QC) and/or as the company-wide management paradigm (i.e., the total quality control or management, abbr. TQC/TQM). In fact, this method realized the dramatic improvement of the productivity mainly in the manufacturing industries and in the heavy and chemical industries. As the result of it, the improvement in standard of living has been actualized. Since the beginning of 21^<st> century, as the requirement of post-mass production, the many companies are subjected to answer the individual requirement of customer. That is the requirement to introduction of the project management (abbr. PM). This is an opportunity of new business, but on the other hand, it is a great worry to the earnest promoter of quality management. In this paper, to support the introduction of PM to companies, the homogeneousness of approach between the TQC/TQM and the PM is discussed. On the first-half of discussion, to clear up the subject in this paper, the result of questionnaires is provided. This result shows the conservative tendency to the PM introduction of the promoter of TQC/TQM, and it leads the discussion into the importance of TQC/TQM approaches in PM. On the second-half of discussion, to know the level of homogeneity between TQC/TQM and PM, each characteristic of them are compared. According to this consideration, a few important differences against almost equivalency between them afe presented. In this paper, especially the idea for quality concept is focused on and is arranged, to support the introduction of project management to the TQC/TQM-based companies.

ISO 10006 "Quality management - Guidelines to Quality in project management" had been revised and the revised standard was published on 15 June 2003. The title of the standard is changed to "Quality management system - Guidelines for quality management in projects" and now is compatible with ISO 9000s standards. The major changes in the standard are the consistent structure to that of ISO 9004:2000, the introduction of the 8 quality management principles and the grouping of improvement processes, that were not identified as processes in 1997 version, together with measurement and analysis processes as the continual improvement processes

Many companies point out that even though they were certified for ISO9001, they do not see much achievement or the system becomes a mere facade, so the system does not contribute to improvement of quality or organizational capability. Some companies do realize the problem, but when they try to fix the situation, they do not know where to begin. This is the reason we created a questionnaire, "ISO Applicability Enquete" that focuses on effect and burden (in terms of the amount of effort as well as one's emotional burden) of implementing ISO9001 .By conducting status analysis utilizing the results of the questionnaire survey, it is possible to identify operational activities that are currently effective, and activities that are now practically ineffective or need improvement. In this report, we will describe an approach that establishes an improvement plan that aims to realize effective and efficient quality management system (QMS) at an organizational level.

When we develop Thinkpad systems, we cope with various risks to meet the project scope, among which the schedule risk Management is the most critical item. This paper summarizes the schedule risks we encounter during the development phase, and their characteristics. This paper also describes the major schedule management way such as a check point process and the parallel development process. The parallel development can be decomposed into tasks for further parallelism. This task decomposition technique can reduce the development schedule delay, resource and the development expense. This paper shows the successful example of the task decomposition technique applied to the wireless LAN subsystem project the author managed.
