  • Survey toward Residents at Miyakoji area of Tamura City, Fukushima Prefecture

    The Reconstruction Supporters Project was established by the Ministry of Internal Affairs and Communication in 2012 to support revitalization of local communities after the Great Eastern Japan Earthquake of 2011. A questionnaire survey was conducted to residents of Miyakoji area of Tamura City in Fukushima Prefecture to understand their perceptions of the Supporters and the reconstruction process of the community. Results revealed that the majority of respondents knew about the Reconstruction Supporters Project and thought that some activities conducted by the Supporters were effective for the reconstruction and revitalization of the community. Meanwhile, the majority of respondents did not feel that reconstruction had been carried out by bottom-up process.

    This study aimed to clarify the relationship between ‘outsider effect’ and residents' behavior change in regional development by applying the transtheoretical model of health behavior change. The qualitative research in the case study in Suttsu of Hokkaido illustrated the behavior change of local residents' initiative. Outsider can provide effectively chances and places for residents' participation. For the sustainable stage of local development, they need diverse approaches for fun depending on individual interest and lifestyle, rather than concentration on regional social problems. The role of local coordinator is also indispensable for the networking the community.

  • A Case Study of the Mobile Library Car “Yamanami-gou” Operated by the Tottori Municipal Mochigase Library

    In this paper, I set up travel routes considering conditions regarding the visit time zone and frequency of visits to service points in order to examine the possibility of improving the travel routes of a mobile library car operated by Tottori Municipal Mochigase Library. As a result, improved travel routes, for which necessary travel time was reduced by about 10% compared with present travel routes, were found. There is room to improve convenience for library users by adopting more effective travel routes and opening new service points. In an ageing society which will soon need increased delivery services, such a trial has importance.

    This paper investigates the effect of migrant workers' experiences in workplace and local community on their consciousness and relationship to the local area. Based on interviews to migrants worked in a resort in Shimukappu, Hokkaido, we studied the process that they were transformed into community development actors. A migrant workers' community formed through use of local resources helped them to settle in local community and to transform them into actors. Developing relationships with local residents from the use of local resources contributed to form migrant workers' positive senses to local area. That is, resort's activities using local resources could give rural area chances of getting new actors.

    After the restitution, fragmented land makes East European countries difficult to produce cereal crops for commercial purposes. This paper attempts to analyze the institutional approach of Bulgaria to consolidate rental land into viable farm size for mechanization. It indicated effective use of machinery leading to high yield of crops. In addition, the approach has advantages to enable youth to join farming without capitals to acquire land and to retain opportunities for pensioners to return to their home villages. The remaining issue is how commercial farming and subsistence farming can be inter-related for their coexistence within the framework of village.

    Since the 1990s, many problems concerning food safety have arisen. More people came to show an increasing interest in locally produced foodstuffs. In this research, we surveyed and analyzed the case of the school lunches in Sanda City of Hyougo Prefecture. Japan Agricultural Cooperatives (JA) of Hyougo Rokko in Sanda City supplies the six kinds of local agricultural products to school lunches. These local agricultural products are produced with low level agricultural chemicals and the farmers who produce these products receive subsidies. JA of Hyougo Rokko is continuing to supply local agricultural products for the school lunches in Sanda City for about 25 years.
