  • -A Case Study of Kakogawa Western Area-

    In recent years, many land improvement projects are implemented in many areas in Japan. The main purpose of these projects is the improvement of agricultural productivity. But some economic problems are arising. The problems are low benefits to the public economy, heavy charges to the farm households economy, and so on. For this reason, it is needed to evaluate the projects economically.
    In this paper, we try to show a method of cost-benefit analysis of aland improvement project, based on the case of Kakogawa Western Area, and try to evaluate the project economically. This paper consists of the following four main chapters.
    (1) Basic concepts and some problems of cost-benefit analysis
    (2) Calculation of costs
    (3) Calculation of benefits
    (4) Comparison of costs and benefits
    And we evaluate this project from three standpoints. They are:
    (1) national economy
    (2) private economy of farm households
    (3) charges to farm households economy.

    Studies on methods of regional agricultural planning has been done from multi sides. The purpose of this paper is to pick up studies which treat production planning of narrow region with econometric methods (mathematical programmings) and consider their problems from a standpoint of their availability. In this process, an idea of Dr. Taira Yori is useful. The idea is concerned with conditions for groups to be able to organize and continue, and consists of three terms. As a result, it has become clear for the past studies not to reflect on the conditions and not to be useful actually.
    Then I made up a LP model which reflects on the conditions. It is a equilibrium model among four farms. The aim lies in increasing total farm income by means of mutual employments among them. By solving it, a optimal solution which satisfies impartial distribution of increased income among the farms was gained. But the solution can't still be practiced. Because there is a transaction cost problem behind. The problem will be considered with other paper.
