The Resource Management Act in New Zealand is to promote sustainable management of land and natural resources, and has interesting characteristics to be discussed; that is, its areas and methods to be integrated, public participation oriented, de-centralization in planning and regulation, not activity-based but effect-based control and so on. To control development and land use change for environment preservation, the RMA positively adopted non-regulatory methods such as education, encouragement, advocacy and information sharing etc., in addition to former regulatory methods as zoning. This report introduces the system of development and land use control methods in the RMA and shows its characters.

In Japan, Garden City theory was introduced by the book entitled “Den-en Toshi” published by the Ministry of Interior in 1907. Scrutinizing this book and Howard's “Garden City” theory using first hand documents, the following findings were obtained. The staff of the Ministry of Interior did not intend to use the term “Den-en Toshi” as translation of “garden city”. Nevertheless, the meaning of “Den-en Toshi” coincided with the crucial essence of original Garden City concept; the concept of town-country fusion. Then, by comparing “Den-en Toshi” and Howard' theory, it became clear that the concept was held and evolved by the Ministry of Interior individually without being influenced of Howard.

Folk museums of which functions are to collect, storage, display, research and educate local cultural and natural heritage, can contribute to make local people find the values of the countryside, to generate their feelings of pride and attachment to it, and to promote revitalization of rural community.
We analyzed potentials of folk museums on these functions by questionnaires and case studies in Iwate Prefecture. The results are that the folks museums now don't have enough abilities to contribute to revitalization of rural community because of poor management systems, shortage of stuffs and budget, and lack of philosophy.

The relationship between physical characteristics and local residents perceptions on crop-field landscapes is discussed in this paper. Six crop-field scenes different in their geographical structure were selected from the study area in Gunma, Japan. A questionnaire survey was then conducted to residents in the study area to identify their perceptions on the six scenes. By applying principal component analysis to the responses on the question asking the reasons of preferable scenes, the six scenes were categorized into three groups as “large-scaled modern (high preference)”“traditional” and “small-scaled suburban (low preference)”. Analyses on the overall preference and preferable/not-preferable landscape elements of the six scenes suggested that residents' perceptions on landscapes are affected both by geographical structure and landscape elements.

Abstract: The purpose of this paper is to analyze the preservations of levee trees in rural landscapes. The results are as follows: 1. The role of levee trees for farmers has changed: from implements to dry up rice to cultural assets or landscape elements. 2. In case of the preservations in farm land consolidations, agricultural rationalization had priority over the preservations of levee trees, and there has been few subsidies for the care of levee trees after farm land consolidations. We suggest that levee trees should be preserved with use for drying up rice, not only as landscape elements. We also suggest that the agricultural rationalization and the preservation of levee trees should be treated equally.

The purpose of this study is to build a statistical model, which describes consensus formation process, and to analyze its process quantitatively. The model built in this study is using Markovian process with continuous time and discrete set of events The state of the process will be the number of people in the society convinced about plan. There are three parameters in this model namely preference, adaptation trend and flexibility. These parameters are considered as factors of individual decision-making process. Applying this model to the real society, we can estimate these three parameters. With the experimental consideration, it should be clear that this model could describe the real world.

To cope with such a situation, local government should make a master plan for this purpose. However, there are too many irrigation ponds to make a plan for each pond individually. It seems more effective to sort them into several groups of similar ones to make an improvement plan for each group. From this viewpoint, this study made several groups out of all the irrigation ponds in Sangawa Town, Kagawa Prefecture, and discussed the grouping method to be adopted at the municipality level.

Recently, land improvement projects aiming to protect waterside environment are in progress. One of the construction methods used in such land improvement projects is the near-natural river construction method. As a result of economical benefits measurement of facilities construction by this method, the following findings were obtained. They were 1. Near-water environmental investment in the total capital investment cannot be considered as additional expenses for investment, and 2. Calculation of the allocation of capital investment into waterside environment and the amount of essential function is a formidable task.
In order to solve the above -presentedproblems, we presented a new feasibility evaluation technique and estimated the amount of annual benefit based on the present benefits measurement of land improvement project.

The aim of this paper is to evaluate the welfare improvement effect of public financing measure for farm inn by use of the two-stage entry model. The excess entry theorem has shown that the number of firms in a oligopoly industry is excessive. The cause of oligopoly is the presence of fixed cost. When fixed cost is decreased, the loss of welfare is decreased. We apply this model for farm inn in Miyama Town. The result is that when interest rate is decremented from 4% to 2.1%, the loss of social welfare is decremented from 6.09% to 5.89%.

It is required beforehand to assess the possible decrease in number of skiers, and its impact on local economy taking the so-called multiplier impacts into consideration. For this purpose, we tried input-output analysis on Yamanashi prefecture. Firstly, we estimated the exogenous expenditure paid by skiers. Secondly, we attributed portions for different tourism-related industrial sectors skiers consulting a report. Thirdly, we calculated the multiplier impact. Against our anticipation, indirect impact came in minus. We estimated the total size of the skiers' direct expenditure as 27.8 billion yen in 1994.

The distribution of Gray-faced Buzzard Butastur indicus was studied in a countryside environment in northern Chiba-Prefecture, central Honshu, Japan. The study area was located in the watershed of Tega Marsh, a shallow wetland formed along the Tone River. The environment consisted of narrow valleys, called Yatsu cut into the Shimousa Uplands. A total of 22 Yatsu-habitats were surveyed from I May until 7 June, 1998. The gray-faced buzzard which lives at the top of the Yatsu-habitats food chain were confirmed in 9 of the 22 yatsu valleys. The results of this survey were then analyzed against several land use variables. The analyses indicate that the buzzards prefer narrower and longer valleys, and valleys with larger slope forest area. The buzzards also prefer valleys with a greater area of cultivated paddy as opposed to abandoned paddy.

Bird communities on the II woodlots in a rural area near large cities were surveyed in wintering season from January to March 1995 to analyze the factors influencing the distribution of bird. Based on the species composition of bird, the woodlots were classified into three groups by TWINSPAN. The result showed that woodlot area is an important factor of the species composition. The ratios of edge with agricultural fields were significantly different between two woodlot groups. It was indicated that agricultural fields in the neighborhood influenced the species compositions of bird within woodlots. The necessary of buffer zones between agricultural field and woodlots against the invasion of agricultural bird species.

This paper investigates the process of vegetation regeneration from soil seed bank. Soil samples were collected from the semi-natural deciduous forest along terrace scarp in Akatsuka Park located in northeastern Tokyo. From the analysis based on Surveying Seedling Emergence, the existence of large amount of buried seeds peculiar to deciduous forest and moist environments was verified. These seeds are those of the native species of this forest and tend to germinate in springtime. The results indicate that taking advantage of these germination characteristics, the soil seed bank could be effective for vegetation regeneration in this forest.

The purpose of this study was to obtain knowledge of recovering wetland vegetation. Soils were transplanted from wet abandoned rice field, which was to be destroyed by urbanization, to another suitable wetland. We examined the restoration process of vegetation movement and following things were obtained. Almost species which grew at the restored field had hardly be raised at abandoned rice field, and the species construction was not resembled the species, which sprouted at seed-bank experiment that used the same soils. Adjusting germination and growth environment of the field could restore more various species.

Recently, the chaging of social circumstances in a rural area causes the development of redidential lands and the abandonment of cultivated land. The necessity for preserving farmland come about now. In this study, we noticed the object of changing user right and the center point in a village. We suggest three method of agglomerating farm : (1) Negotiation between each farmhouse, (2) Agglomerate at the center point, (3) Expansion of established agglomerate. As the result, we made clear the usefulness of our agglomerating method and its relevance to settlement location and class of farm household.

Determination and coordination by residents are essential on the process to establish a settlement land use planning, which aims conservation of agriculturalland. The author developed a land use classification method, which gives support to residents to distinguish agricultural land to be conserved, based on the results of a case study promoted in hilly and mountainous area. At the first, field study focused on productivity, management condition and geographic condition is conducted in the method. Secondly, quantification analysis II that regard the factors as items is applied to derive criteria to distinguish the land. Thirdly, models of land use classification are built, taking residents' determinations into account. The coordination in settlement is provided through evaluating the models.

The objective of this paper is to clarify distribution and location of paddy field using the digital national land information for evaluating ecological functions. As a result of paddy field distribution nationally, it was proven that paddy field on steep slope was being concentrated for the location where the geological age is old, though many on moderate slope within the range from 3° to 13° were widely distributed. In the case regions, location of paddy fields on slope was divided into two types, namely convergent slope where the water utilization is good, and divergent slope where the water utilization is bad. In conclusion, each paddy field type was discussed as view of ecological function, the function was considered to be greatly differed between each type.
