In 1958 Illuminating Engineering Society of U. S. A. published the Recommended I_evels of Illumination based on a new study for lighting, led by Dr. H. R. Blackwell_. In the april 1961, the I. E. S. Code was issued by the technical committee of the Illuminating Engineering Society of England which contains a new method for assessing glare and that of daylight design, in addition to the recommended levels of illumination. In Japan Recommended Intensity of Illumination was established, as the Japanese Industrial Standard, in the March 1958 by the Japanese Industrial Standards Committee.
In the case of Japan the recommendation was arranged mainly by the actual conditions and the economical conditions, not by the fundamental researches, therefore the necessity of the fundamental research on the visibility for lighting was pointed out by the research committee of recommended levels of illumination in the Illuminating Engineering Institute of Japan.
