To improve competitiveness as a system integrator, it's one of the most important KSF's to have the experienced and capable project managers. NTT DATA has just introduced the original PM certification program. Effective project management training needs the following: 1. Practice with real business cases and follow-ups in the workplace. 2. Training not only for project managers, but also functional managers. 3. Experienced and skilled seminar leaders to run the seminars. If project management training is important, developing good seminar leaders is as important as developing training courses.

It has been almost twenty years since IBM Japan moved into the service business, implementing project based approaches. This area has been growing since, and today occupies the major part in the entire IBM business. To support the service business, quite a few highly capable project managers have been produced. The importance which positions project management into a curriculum in engineering education is recognized. On the other hand, management of technology is promoted and a special educational program has come to be organized in a university or a company. Project management has been main educational subjects also at this point. This paper describes the status and educational importance of project management from the viewpoint of engineering education.

To ensure customer satisfaction, it is necessary to improve "Quality of the project". This requires risk management, so that quality is built into the project at an early stage, such as the concept and the design phase, etc. It is necessary to research ideas and techniques of "Industrial Engineering", "Quality Management" etc., to obtain the output of project management adequately in cooperation with the university. Collaboration of enterprise and university is necessary to achieve integrated management using a data analysis technology and various information techniques that use IT technology systematically and project management education.

In this article, an educational activity on software project management in university is introduced. This approach is performed in the department of project management that is established by Chiba Institute of Technology as the unique department in Japan. To become a nursery for project manager candidates, the distinctive educational classes, e.g., Practical Excise in Software Project Management, are provided for students. In those classes, to declare the policy of education, there are a few slogans for students i.e. "Don't Become a Programmer", "Do the Practical Learning", "Find Out and Practice" and "Get the Knowledge Awareness".

Many studies are done on the project management education outside of Japan. And their successful results are shown every year. However, if we consider the modern project management penetration speed into Japan, and review the PM education background at schools, the results outside of Japan are not always effective in Japanese organizations. This paper identifies the patterns of successful project managers, reviews the PM education status in Japan, and tries to propose a shortcut to strengthening PM skills faster.

Information systems are considered to be critical infrastructures. However, deficiency of engineers might prevent the development of information society. Therefore, Japanese government has been promoting various programs of IT engineer education and training. There are two types of autonomous decentralized project operations, which are positive type and negative type. This paper proposes to use two concepts with the each of the two autonomous decentralized projects for effective operations. The positive type of autonomous decentralized operation can be applied to the network organization of projects which suit for large scale business consulting project. This paper examined whether the field paradigm works effectively in this operation. At the same time, we found partial optimum is not against overall optimum. This paper studied the team efficacy of efficacy management is useful for the negative autonomous decentralized project operations. We found the information sharing by IT is important for the both types of autonomous decentralized project operations.
