  • −空き家解体事業に着目して−

    In order to grasp the outline of the vacant house initiatives by municipalities, this paper aims to clarify the nationwide trend of municipal initiatives and to show the challenges, focusing on the demolition program. As a result, the number of demolition program has increased and it is expected that the assistance of expense will continue to increase in the future. According to the evaluation by the officials in charge, many municipalities have got the know-how of program and there is a certain achievement, but the understanding of residents and ripple effect on the neighborhood are not enough. One of the challenges would be the prioritizing the property be demolished with public expense.

    From case studies, we estimated repair costs of long-term dwelling houses and then examined how to manage and maintain the residence effectively. The average repair cost of the target houses is about 16,400yen/month, which would be a rough indication for house maintenance. Subsidy systems become effective incentives to improve the dwelling performance. To maintain and manage houses, long-term plans are important. At the time of periodic inspections and renovation, diagnosis and advice by experts such as architects are needed. Experts such as builders who related with residents continuously in small repairs are important, too.

    After the Great East Japan Earthquake, the housing lease program provided private rental houses to be used as temporary housing. Many victims moved from their homes to other areas when they moved into rental houses. In order to examine these residential movements within municipalities and their influence on where rebuilding occurred, data concerning leases in three municipalities of Miyagi Prefecture were analyzed. From thirty to fifty percent of households moved to other areas more urbanized than their original areas or to less-damaged areas. These moved households have tendency to live in almost the same areas as their rental houses.

    Many local governments are currently undergoing public facilities restructuring plans. In this research, we focus on ‘change of management entity’ which is to delegate the management of the property from local government to the private sector. Changes of management entities of the meeting place are conducted for facilities targeting small scale areas corresponding to self-government associations, and many of the change-destination of management entities are self-government associations. Although it is effective in the short term as a method to ensure the continuation of the activities of residents so far, it has become clear that the long-term maintenance has many issues.

    The effective actions for vacant houses issues are examined. Based on the vacant houses special measures law, almost all municipalities have organized sections working on the problem and formulated their own vacant houses countermeasure plan. The countermeasures contain consultation system for an owner of a vacant house, support plan and public relations, demolition or revitalization assistance and cooperation with the private sectors. Prevention of vacant houses is required, which includes the utilization for social housing or public facilities in corporation with its community.

    This research investigates the role of the Residential Support Council of Toshima municipality in securing housing for citizen in need, especially for single-parent families. Although the council has been seeking a way to make use of vacant houses for those in need, the condition of buildings and the complexity of landholding relationships have been hindering the efficient use of the properties. Through the surveys, this study clarifies the necessity of the collaboration between stakeholders, such as real estate agencies, property owners and NPOs, to enhance the support system, among which the Residential Support Council can play a considerable role.
