    Current enthusiasm, concern and expectations for Quality Control Circles cannot touch that of the 1980's. What is the cause for this ? And is revitalization possible ? With an awareness of this issue, we have considered the birth, development, and transfiguration of QC Circle from the standpoint of political economy, management, labor, and circle leadership. Up to now, research on QC Circle was conducted in the fields of quality control and industrial management studies, political economics, and management studies. In order to revive QC Circle, it is necessary to have an interdisciplinary approach, a return to grasping the entirety taking the field as a starting point, and a rationary that leads to both management and labor satisfaction and assent. This thesis deals with increasing appreciation of labor, and management response to economic change following the advent of a maturing society and the progress of internationalization after the Plaza Accord. Of the two possibilities for future QC Circle-an increase in the number or an increase in their effectiveness-I predict the latter, we emphasize that the deciding point will be a philosophy of long-term employment. Moreover, from the standpoint of QC Circle revitalization, I discuss the strengthening of creativity education, motivation by experiential learning, merging with ISO, standards decentralization, the humanization of labor, and management quality.
