     In order to build a society with coronavirus, based on the structure of quality of society, which consists of quality elements from Aristotle’s theory of quality [Z:virus strains and vaccination, A:mobility, B:communication, C:elderly and people with underlying diseases, and D:vaccine certificates/PCR test], this paper clarifies that the number of infected people and deaths was affected by the following behavioral changes of citizens: reduction of mobility (related to A), mask wearing under real communication (B), and vaccination (Z). For everyone to understand easily and intuitively, a descriptive statistical approach is adopted. Besides government policies, medical care system, media reports, and political parties, which influence changes in citizens behavior, the data about the fifth wave of COVID-19 by the Tokyo Metropolitan Government, corona statistical data from the 50 states of the U.S., and vaccination data from major countries around the world are analyzed. Moreover, in this paper, remote work, social distancing, proper ventilation, and hand sanitizing in addition to vaccination and mask wearing is collectively referred to as “the basic guideline” and how to provide information regarding the above guideline is shown.
