    Since the later half of 1990s, many Japanese companies have gotten ISO14001 certification for the Environmental Management System (EMS) toward ecological society in the 21st century where sustainable development is important. Although the EMS has brought a lot of effects for environmental protection, many companies have the following needs in the EMS.
    (1) to establish more effective EMS with high cost performance.
    (2) to make the EMS more strategic which is integrated with management strategy to increase competitive advantage
    To cope with the above needs, this research has been carried out and the concept of new strategic EMS, which is more effective by utilizing management framework of Japanese Quality Award model is proposed.

     In November, 2001 the number of Japanese organizations who have gotten ISO9000s certification is over 25000 and the number of ISO14001 certification is about 7900. In addition, the number of organizations who got both ISO9000s and 14001 certification is increasing. But those organizations who have both ISO9000s and 14001 certification now face some inefficient problems becouse ISO9000s management system is indepndent of ISO14001 management system due to the different history of those ISO standards and different management fnctions in organizations etc.
     As ISO9001 was revised in 2001 and the structure of revised standard seems compatible with 15014001, this article proposes the concept and method of building integrated management system of ISO9001 and ISO14001 which can solve the above inefficient problems and reduce implementation and manegement cost.
     This method of integration shows increased efficiency and effective synergy of integrated quality and environmental management system through implemented case.
