     Current ongoing activities of the research group for high reliability and safety in JSQC are explained in this contribution. As a main topic of fourth period activity, the research group decided to investigate and study about social infrastructures in terms of quality management. The objective of the topic is to put original preventive methodology that have been proposed and examined in the group into practice. Two newsy subject fields come up for concrete examples. One is control system for automated (safe) cruise of general vehicles and another is safety management system for drone delivery. A conceptual framework to establish new quality control method for social issues such as deterioration due to long term use is unveiled. Main topics and their outcomes in the past decade briefly introduced in this document. Common keywords continuously discussed in the group are shown.

     Providing customer with products and services requires a high sensitivity. It is fundamental to conduct risk management while paying close attention to design and producing products in order to prevent defects in the market. However, problems may occur due to unexpected use in the market and insufficient control in production. Under such circumstance, it is important to carry out a series of crisis management, including rapid emergency measures and prevention of recurrence by root cause investigation, to minimize the damage. Recall is institutionalized as a means of crisis management, and it normally require to release promptly the incidents to HP such as consumer agency, Ministry of Economy, Ministry of Land, Infrastructure, Transport and Tourism, Infrastructure and Transport. By knowing them, owners and users are becoming able to avoid dangers in advance. Although recall is done in many fields, in this article, we grasp the actual outline of the current situation about consumer products and automobile-related issues, and try to propose suggestions and issues from the viewpoint of safety management.

     In this article, perspectives of prevention are discussed for accident and trouble in social infrastructure. Based on case-studies, a “dilemma in ignorance” will be focused. It means that an uncertainty of requirement for design, and represents an important issue in an achievement of high reliability and safety of system operations. Especially, for the social infrastructures, because of requirements of long time use, the uncertainties in demand and situation for use tends to be increased with years. Entry of various experts in the design review is required for an appropriate change control. In addition, the multiple faults, which is caused by the simultaneous occurrence of factors, should be predicted and considered with increased efforts.

     Along with sophistication of society, requirements for infrastructure systems are also becoming more complex. Conventionally, the infrastructure system has been accepted if it is safe and stable, but nowadays it will be required for serviceability as a matter of course. For this reason, not only expansion of the scope of the control system but also integration with the information service system has been frequently carried out. In this paper, we describe safety technology based on autonomous decentralized technology as one of measures to secure safety in a control system integrating such information service functions.

     Recently, the development of an unmanned aerial vehicle(UAV) called drones is impressive. It is necessary to have a mechanism that acquires safety and robustness autonomously and dispersedly like the Internet and learn from the technology of manned aircraft which have provided high-quality safety representative of social quality. In this paper, we will discuss the mechanism of social quality in the field of unmanned aerial vehicles by explaining the mechanism that makes it possible and current research and development.

     In recent year, the Autonomous Driving System is in the spotlight in Japan , US and also Europe. Because it is considered this system contributes to a life in society and also seems to be a prompt of new business, many companies, not only automobile companies but also IT companies, and the Government are forwarding a research and a development of the system. Research group for high reliability and safety in JSQC continues to study safety of the system from a view point to predict and prevent serious traffic accidents . This article discusses issues relating to a quality assurance and a risk management on such safety of the system. In the year of 2012, Research group for high reliability and safety in JSQC investigated why Onagawa nuclear power plant was successful to prevent serious troubles caused by big Tsunami although they located close to the epicenter. The conclusion was they assumed most serious situation to be predicted based on the information they kept a file and did various countermeasures. It is considered for us to do same efforts to achieve the Autonomous Driving System project.

     Establishment of driving automation systems is one of the greatest issues all over the world. Quality management engineers may contribute to attain high quality, reliability, and safety of driving automation systems. In addition, the world wide activities to enhance the quality and safety of driving automation systems may be also useful for further improving quality and safety of other products and services. This article tries to clarify how the knowledge transfer could be done from the automobile industry to other fields. First, we describe the characteristics of car driving. The role and responsibility of a driver is very strong for ordinal vehicles. Automation of driving would change the notion of “driver,” and the laws and other social frameworks would be changed accordingly. Such experience of the social movement would provide many insights for other domains where artificial intelligence may be applied. Such big social change will raise many issues/problems to be addressed for further increase of quality and safety.

     Galapagosization is a term indicating a phenomenon that domestic products are isolated from overseas markets as a result of evolving under their own market environment based on unique needs and product standards. Japanese manufacturing companies had been keeping the idea that multifunctional and high quality products can be sold a lot in emerging markets, similarly domestic market. As a result, Japanese products were perceived as excessive quality in emerging markets, and Japanese products with high price range could not be accepted by local people. In this paper, the Galapagosization is classified from the aspect of “attractive quality” and “must-be quality.” Thereby, the future task of quality control from the viewpoint of the Galapagosization is shown. In order for Japanese companies to advance overseas development without falling into the Galapagosization, these things are required: (1) to establish country-specific strategies to promote overseas expansion, (2) to expand Japanese standards and attractive quality overseas, (3) to develop potential needs by seeds oriented approaches.

     Since the eastern Japan big earthquake, the accident of the tunnel accident, the worse in the building of a building, the nuclear power plant, the fatal accident where there was not an emergency evacuation and so on occur. It shows that the quality about the whole society becomes a problem.
     The ISO 9000 series is the viewpoint of the organization for the product and the service as the result one of the organization. The society is an autonomous distributed system and there are not a person and an organization which unifies the whole. Therefore, it is ISO 9000 series can not be applied to the social QMS problem.
     It is necessary to establish“ the social quality concept” to achieve the long-range relief, the safety, the stability of the society and user-friendliness and then to study.
     The social quality field has a social infrastructure quality field and the quality field of the social mechanism. There is threatening risk such as the various disaster, the famine, the accident in the factor of the social quality. There is risk of the opportunity to be based on the technical innovation, too.

     The Japanese Total Quality Management has been developed under the influence of Japanese climate and culture, and the definition of the basic term has been prescribed in JIS Z 8101.With progress of the globalization of products and the service business, ISO 9000 series standards were introduced as JIS Q 9000, and the definition of term of the part except the statistics was abolished from JIS Z 8101.
     With the spread of 9000 ISO series standards, they have been adopted many companies and organizations. On the other hand, it was a fact that they have brought about much confusion in the manufacturing industries, because they were not so considered to match with the Japanese Total Quality Management.
     Considering such background , as definition of terms constitutes the foundation of research, practice, and application, it is indispensable to redefine definition of the basic term that is familiar with the people who use it rooted in Japanese climate and culture. However, I believe that JSQC standards are not exist only to use independently, but also to propose to JIS and ISO to use together.

     The Great East Japan Earthquake that occurred on March 11, 2011 caused an unprecedented catastrophic disaster in the Japanese history. The coastal areas of the Pacific Ocean in the Tohoku and Kanto regions sustained devastating tsunami damage along with serious nuclear accidents. Moreover, the tremors of the earthquake caused the liquefaction of soils , inflicting a serious ground disaster on reclaimed residential land..Considering the increasing reports of residential damage caused by earthquakes in recent years, the Japanese Geotechnical Society (JGS) initiated a licensing system for “Professional Engineer for Geotechnical Evaluation (PEGE).” JGS also conducted many research activities including site investigations and technical recommendations in collaboration with the Science Council of Japan, the Ministry of Land, Infrastructure, Transport and Tourism, the affected local governments, the legal circles, and other academic societies.

     Multiple Linear Regression is a classic example of the regression analysis.
     When sample size is large enough and when there are no multi-collinearity among independent variables, Multiple Linear Regression is the excellent method. When data do not meet the condition mentioned above, Multiple Linear Regression does not provide a solution or may not give a stable solution. Several methods have been proposed to overcome the deficiency of Multiple Linear Regression. T-method( 1) is one of them. Since T-method uses single regression, it is free from multi-collinearity problem, but the performance is not necessarily better than Multiple Linear Regression.
     This paper describes a new method based on the idea of T-method( 1) to improve the performance. The new method uses single regression and repeats it until the estimation settles the best. Thus this method is named Multiple Single Regression. The numerical simulation revealed that Multiple Single Regression is superior to Multiple Linear Regression, T-Method( 1), Principal Component Regression, and Partial Least Squares.
