     To restore the Japanese manufacturing industries, it is a pressing need that small and medium companies sharing most of manufacturing industries are reactivated by improving the capability to develop successful new product continuously. This paper examines to explore the root cause (it is called core problem) which impairs their new product development and its methodology. For the purpose the procedure of seven concrete work steps was devised to facilitate practically the concept of CRT (Current Reality Tree), one of problem solving tools of TOC (Theory of Constraints). Along with the work steps, the survey was conducted to investigate the core problems of new product development selecting the four companies which cover different industrial characteristics.
      Consequently, it was shown that the core problem which impairs new product development comes from organizational and human resources cause, and that the structures of CRT are rather common irrespective of different industries. In addition it could be implied that CRT is an effective method to find an essential cause.
