This study focuses on "Hokkaido Shisatsu Binran",(hereafter called "Shisatsu Binran"), an official guide book published in Hokkaido in 1910-1931, and aims to clarify the background of the publication and to find out the changes of inspection places that Hokkaido Government recommended. The findings are as follows. (1) Shisatsu Binran was updated several times from the end of the Meiji era to the beginning of the Showa era in response to the changes of Hokkaido's position and role in Japan, and played a complementary role in achieving political issues of each era. (2) The appeal points of "Shisatsu Binran" changed with the times and reflected the changes of inspection places and routes that the Government recommended.
