This paper deals with the issues to be studied and to be resolved for implementation of the ecological museum project. Through the plan-making procedure we participated on Field Museum Scheme in Kawaguchiko Town, four vital issues are extracted as follows; (1)identification of philosophy and objectives of the project, (2)plan-making for conservation and utilization of regional resources, (3)system-making on community participation, (4)arrangement of operational system of the project. Based on historical review on this project, followings are concluded; (1)the eco-museum project can be well supported by community involvement and community participation, since the eco-museum should contribute the new-creation of local culture and town planning movement, (2)town-treasure expedition party project tried as a way of community participation and resourceidentification, proved to be effective, (3)the role of residents, private enterprise sectors and public authorities are formulated for continuous development of the project.

This study is an attempt to estimate the current volume and the prospects of the Japanese "resort activities" in numerical terms based on the verifiable data obtained through a nationwide questionnaire survey. The exercise has revealed the following : - Roughly 30% of the total population is engaged in some forms of the "resort activities" in a year. The annual average participation in resort activities comes to 0.7 times/person. - The increase of the household income and the expansion of the holiday systems will play a dominant role in determining the future volume of the Japanese resort activities. - The volume of resort activities in Japan is estimated to reach 1.30 times of the current in the year 2000, and 1.37 times in the Year 2005.

It is recognized the necessity of accurate statistics concerning the number of visitors who visit scenic area. By now, we have proposed unified method to investigate and to estimate it for a basic municipality. Improving it further, the purpose of this research is to propose the method to get more accurate estimation by using the more kinds of data concerning users of facilites.

The traffic management is useful concept to control traffic demand in a sightseeing area. In this area, the demand is characterized by its concentration in specific time and spatial points. In this study, the traffic management are classified into the 4 groups from the point of view of the car inflow regulation in the sightseeing area. The reason to choose the measure is affected by road network, service level of public traffic facilities in that area. Furthermore, this paper analyzes the arterial road equipment from the point of view of drivers in Fuji 5 lakes area. The drivers visiting this area anticipates information and parking lots services in addition to speed service. It can be found that frequencies to significantly influence the evaluation of these services. This paper proposes these services as qualitative factors determining LOS of arterial road.
