Rural communities have come to focus on the discussion on the agricultural policies and the rural policies in hilly and mountainous areas. But the research is not making good progress on the community itself. There are extremely few researches that analyze what characteristics the communities have and how they are changing. We can refer to the Census of rural community conducted by the MAFF, The data in this census are effective for the purpose of this kind of analysis.
This research catches the dynamics and the present state of communities in hilly and mountainous areas in Yamaguchi Prefecture, a paddy field region where the aging process is in a relatively advanced stage in Japan.
The conclusions are as follows:
1. It is confirmed according to the statistics that the degradation of “inhabitant, land and community” is going on. Especially there is seen recently a new tendency of extinct communities.
2. The activity in a hamlet is dependent on the population. Especially the population from 30 to 64 years old (the primary-age population) relates closely to the vitality in a hamlet. One of the problems caused is that activities related especially to agricultural production become depressed in the hamlets where the primary-population has decreased considerably due to population drain to urban areas.
3. In short, the policies for hilly and mountainous areas should target the “small-scale hamlets” of low-rate prime-population.

This paper examines indigenous development in rural areas by rural tourism. As a method of evaluation, this paper estimates the economic effects (direct effects, indirect effects) yielded by rural tourism using input-output analysis. The research example taken up is the three community-based tourism business (CTB) in Yachiyo-Town, Hyogo Prefecture. Allotment (Freuden-Yachiyo), Restaurant (Erleben-Yachiyo) and Hotel (Edel-Sasayuri). This CTB is managed by resident, local groups and local government. The purposes of this paper are as follows: first, to analyze the different economic effects yielded by the three forms of visitation, namely, Day trip, Hotel stay, and Allotment stay; second, to analyze the additional economic effects (AEE), that is, the economic effects by consumption of CTB visitors in non-CTB enterprises; and third, to analyze the features of the industries in which an economic effect is affected. The results are as follows. (1) The direct effects of CTB are greater than that of the other industries, while the indirect effects are greater only in the case of the Allotment. (2) The amount of direct effects differs from one visitation form to another. In the case of indirect effects, the amount yielded by Allotment stay is greater. (3) The AEE of Allotment stay are smaller than those of the other visitation forms. (4) The economic effects to the big industries in Yachiyo-Town are great, but the industries, which using Many intermediate products made in Yachiyo-Town, are little affected.

インドネシアの1997年の経済危機は不法伐採による森林破壊を引き起こした. それ以降, 葉バナナ (葉を採取するためのバナナ) 栽培という巣約的かつ地力収奪的な作付体系が森林跡地や私有地に急速に広がっている. 本研究の対象である山村・ケマン村でもこの作付体系が拡大している. この持続可能性の低い作付体系の急拡大を抑えるためには, 農家の作付体系採用に影響を及ぼす要因を知る必要部ある. 本研究は2002年と2003年に行われた実地調査で得られたデータをもとに, 生物物理的要囚・農家の経験・土地所有形態が農家の葉バナナ集約栽培導入に及ぼす効果の評価に焦点をあてた. 分析にはロジスティック・モデルを用い, 変数間の相互作用の効果も測定した. モデルの推定の結果, 圃場の樹木密度と葉バナナと樹木の混作年数が葉バナナ集約栽培導入に強い負の効果を与えていることが明らかになった. また土地の傾斜の効果が農家の混作経験によって変化することが分かった. 限られた土地資源のために, 農家はたとえ混作を長く経験していても急傾斜地にもこの作付体系を導入しているのだ. この作付体系の拡大を抑制する政策を決定する際に, 樹木密度は第1に取り掛かるべき重要な要素である. 本研究の採った方法-圃場単位のデータを用い, 生物物理的要因と社会経済的要因の双方を統合的したアプローチーは, 作付体系の採用プロセスを的確に理解を可能にし, 今後の研究にも推奨される.
