This is part of the research series on the areal improvement methods in less developed countries. The study aims to clarify the concept and to analyze the implementation process of the land sharing project called Wat-Land-Bua-Khao Project in Bangkok. This project is composed of three main concepts such as land sharing, community participation and cost recovery. This is a unique land re-arrangement method to house the urban poor and is an alternative approach to eviction.

This paper picks up one typical urban kampong in Surabaya and describes in concrete spatial pattern, community organization, distribution of facilities, mobility background and so on firstly. It is emphasized that kampong is not a slum but has vernacular values and autonomy. To classify the kampong houses and to clarify the building process are the second and major purpose of this paper. Transitional process of the kampong is discussed through changing process of house types. This process give us the base for kampong housing.

This article is spatial analysis of Land Readjustment areas which are characterized in three periods in Seoul, and to understand the problems in each periods. Through this study, it was found that (1) although development projects at pre-war were executed based on Japanese planning concept, traditional space consisted of Hanok (Korean House) was resulted due to appropriate block division; (2) with the rapid population increase the areas developed in ‘60s’ became poor in public facilities and became inappropriate to Housing for larger block division.

The purpose of this article is to make some considerations about the way to induce citizen’s participation and to reflect citizen’s opinions in the housing improvement and renewal process. Through 3 case studies carried out by dwelling association in Seoul city (Korea), it was concluded that according to the degree of citizen’s participation an d response to their opinions the return rate of former residents has been upgraded.

The “Detailed Plan of Penglai-Lu District” was the end result of joint research efforts by urban planning specialist in Osaka (Japan) and Shanghai (China). During the course of this joint research, there was some divergence between the two parties as to the details and the expression of the plan, the key point being whether the detailed plan should be explicitly or implicitly drawn up and expressed. This difference in opinion may have great implications on the management of the detailed plan system within the framework of our own urban planning. This study is designed to collate those differences of opinion found in the course of that research in the hopes that our own detailed plan system might be carried out more efficiently.

This paper tries to explain the evaluating process of the seaside resorts in Shona region and Boso region since Meiji era. For this purpose, chronological information on the introduction of sea-bathing activities into Japan, the location of seaside villas, and the change of their land use was analyzed. This paper revealed the emerging process of Japan’s modern seaside resorts, the characteristics of their site location in a physical sense, and their subsequent development and transformation.

Total value of “Chinju no Mori” consists of four aspects which area natural, cultural. Environmental and social one. In this paper reration between the proportional site area and result of total evaluation, typologies extracted by the principal component analysis, and preferential themes in rehabilitation program and discussed. It is point out that the examples can be classified in 6 groups, and that the examples of smaller scale of site area are considered as the one which has priority in the rehabilitation program.

It is and accepted opinion that greenery space improve amenities of residential area. We think we should increase imageability of greenery space in order to effcbtively improve amenities of residential area. In this study, we extracted “Green-Sphere” (new conception; = greenery space and its environment for residents) by the questionnaire and surveyed qualitative characteristics of them. On the vasis of these data, we analyzed the structure of imageability of “Green-Sphere”. We made clear the 1) Accessibility, 2) Multi-significancy, 3) volume of Green, and 4) Naming are main factors of increasing imageability of “Green-Sphere”.

This study attempts to consider the structure of the green covered area in relation to the housing site. The outline of the contents and the results considered in this study are as follows, 1) from the relationship between the green covered area and the housing site, the size of the housing site to assure a certain tree covered area was learned. 2) on the south side and the road side of the external wall more trees exist. 3) the subdivision of housing lot areas that occure frequently in residential built-up areas causes a decrease of tree covered areas.

In this study, we developed a new planning method that makes street scenes in a residential area beautiful and comfortable with green. First we made a psychological experiment using the Semantic Differential Method with a lot of montage slides. Then we difined two indexes “Visibility ratio of street trees” and “Load side planning ratio”, and we analyzed relation between this two indexes by using multiregletion analysis. As a result, people need green visibility ratio about 25%, and load side planting ratio can be caluculated according to green visibility ratio.

In applying a 0-10 numerical scaling method to townscape evaluation, it is premised that townscape is evaluated by uni dimensional scale. The report examines this premise by the results of pair comparison of slides carried out simultaneously to the same 310 respondents as the previous report. The limitation of the use of slides for evaluating the amenity level was discussed by correlation analysis. For this purpose, the results of the experiments were compared with the results of social survey conducted independently to the 600 residents in the area where the slide pictures were taken.

This paper aims to find out the problem of signboard set up in the street-scape. The investigation was made in Nakaniida (Miyagi Prefecture) and, as a result, signboards were classified into two groups. In one side, signboards set up by the owners and in the other side, the one supplied by sponsors. The latter have many problems in the street-scape. We are concerned about the importance of signboard set up by local shop owners in order to give amenity and identity to street-scape.

The purpose of this study is to explain the structure of coastalscape experience in Japan. This paper discusses collective representations about coastalscape experiences, forexample, words of coastalscape experiences, and scenic spots, using four materials i.e., folklore materials, 31-syllable Japanese poem ‘waka’ in the Heian period, scenic spot guide books in the Edo period and geographic dictionaries. It is found that well-known coastalscapes in Japan can be classified into some patterns, and that visual experiences of costalscapes are based on identification of territory.

Recently inclination to settling down in local cities becomes remarkable, and the original housing policy which utilizes the characteristics of local cities is regarded as necessary. The improvement of housing in quality and the promotion of the arrangements of residential environment are important problems in planning. In recent years, low income people with welfare problems are increasing in public housing. The aim of this study is to examine the state of public housing from the viewpoint of concentration of welfare problems. In doing so, we set out the questionnaire on 780 households who are recipients of public assistance in Hirano-ku Osaka city, where manu public housing estates are located.

Two thirds of residents living in the owner-occupied flats supplied by private enterprises in the inner area of Osaka moved from their birth place in near area of Osaka City. And in many cases, their occupation is own account. So, the supply of owner-occupied flats in the inner area realized near living of families and their parents.

The purpose of this study is to make clear the condition of this Public Open Space in condominium project area. As a result of the case study on use and management of the P.O.S at 7 condominiums in Osaka City, we can point out the following things. 1), to distinguish the Public Open Space in residential building project (condominium ets.) from the other. 2), to forbid to make a passing through way in the P.O.S. 3), to make an administrative measure to the management cost (about 7000 yens / an year, an unit) of the P.O.S.

In former part of this paper, basic models based on cohort analysis, are calculated so as to research relations between some quantitative concepts about flow and stock. It shows moving number of vacant houses and households after 1000 houses are newly built. In later part, housing data of 23 ku are researched about the flow number such as built and lost houses with each rooms, are estimated. At last using those flow data of houses and families, residential levels of Chuo-ward(ku) are simulated.

Toyama-Takaoka District is one of the Shinsangyo-toshi (New Industrial Cities, which have been developed under the Shinsangyo-toshi constraction Act since 1963). This district was made of four big development projects and many other kind of projects. After the lapse of twenty years, we can find that the developmentprocess of these assembly projects ahd made the link system which came form the kye projects and produced good results in the whole district. We put the mechanism of the projects link system in this paper.

The logic of regional planning is able to be divided broadly into two categories, the planning of supply-controll for the prospective demand and of demand-creation for the aspect of purpose. In East Harima inland area, the image-oriented planning called “The Green corridor Program” has been proposed and some regional developments have been promoted. This study tires to make an estimation of muiti-classification in planning, particularly the image-oriented planning, through not only following the extention of these concepts and processes of plannings, but aloso surveying the sense of the self-government bodies and residents.

The purpose of this paper is to build an optimal allocation model for land use zoning plan in suburban areas. The study formulates an evaluation function of real estate as the objective function in order to evaluate the microscopic land conditions and the microscopic interaction between land uses. Using the hierarchical algorithm of quadratic programming, the optimal land use pattern can be obtained on the unit of 100m×100m grid. In addition, this paper discusses the implication of the solution on the planning stage.

The planed migration of research and educational institutions out of Tokyo to Tsukuba was almost finished in March 1980. That is an attainment of the political aim to develop Tsukuba. Objective of the master plan is to realize an urban totality in parts for a long term, and the attainment of the political aim, such as the finish of the migration, is a part of the realization of its objective.

One of the biggest problems in Today’s Japanese cities is how to improve and redevelop their broad built up areas. Manu cities are now planning their urban renewal projects. This paper deals with the results of urban renewal studies which we worked for the three cities in Saitama Prefecture. Although these redevelopment projects and action areas have to be related to the master plan of the whole city, they also influence each other and then together start changing the whole city.

The replotting design system has various types of formulas for land-usage evaluation. In the study, the author intends to analyse the conception that stands for these formulas. The inter-relation has been considerably examined by Mr. Satoshi Yamamoto et as., stipulate more reasonable distribution of capital gain created by Kukaku-seiri project, and also to clarify the conception and the theoretical inter-relation of each formula in applying main replotting design systems.

Some problems about Urban Land Use are already raised. In this paper, “Research problems for Urban Land Use”, including new ones, are reviewed on four areas: a review of the past researches, definition or description of it, analysis of actual conditions of land use and the viewpoints of research. These problems are important, but among them, the definition of Urban land use and the economic analysis of actual conditions of land use are most essential. For the regions where the health resources are insufficient, it is the prime task to ensure a satisfactory level of them to promote rational regional health planning. In this paper the processes of health resources accumulation and allocation in Hokkaido, northern island of 5.4 million pop., are examined by the application of multiple regression analysis and Rolenz-type curve, and the number of physicians needed for the potential curve, and the number of physicians needed for the potential curve, and the number of physicians needed for the potential health demand in each secondary health region is estimated.

To cope with the scarcity of greenary in built-up areas and to protect green open spaces, some local governments in metropolitan area put “CITIZENS’ FOREST” system into practice. It is the system that an agreement to protect forests for a fixed period of time is made between local government and the forest owner. This paper examines “CITIZENS’ FOREST” system by methods of investigations to local governments and evaluates the role of its system to protect green open spaces.

Regulation changing factors are the change of social economic situation, urban development movements and planning wills. There is a proportion between the change of regulational intensity and that of outer powers. We call this the elasticity of regulation. Regulation changing factor is composed of two groups: elasticity increasing factor and elasticity decreasing factor. The change of regulation must be controlled by this concept.

In Urbanization Promotion Areas of the city planning areas surrounding the Metropolitan area, the density of population and the achievement rate for planned population are lower. Ratio of agricultural land use is high in 1980. The changing rate of land use from 1975 to 1980 was lower than that from 1970 to 1975. In future, agricultural land and forestry will surely exsist, so we must consider the program for development and the method for utilizing them.

This paper aims to evaluate the implementation of “Tsukuba Science City Lot Control Ordinance” in 4 years with the view of lot control. The ordinance which was enacted by Ibaragi prefecture under the Article 50 of building Standard Act prescribes the procedure of minimum lot (165m2) regulation, lot recognition and lot register system among other things. The evidence shows an effect of minimum lot regulation but it is founded that local authorities should implement complementary devices which are not prescribed by the ordinance.

Administrative manpower of urban construction increased, and its organ expanded and divided, in term of ‘High Economic Growth’. There were a rapid increase of population in large city areas. In term of ‘Low Economic Growth’, those changes have become clam, and organ has been rearranged. The core is ‘Urban Improvement Organ’. These phenomena are mainly caused by a increase of administrative demand and a low of movement in organ.

This report deals with the scale, form of zone, boundary-lines between neighboring zone, and the method of division used in land use when determining land use zoning. How the national technical standards are applied is discussed in detail. The results of the case study are as follows: 1) Standards in relation to the scale and the form of zones is not maintained. If we try to maintain and area of 20 ha, the form of the zone will result in an irregular form due to the geographical features. On the other hand, if we try to maintain a regular form, the area of the zone will result in a land area of less than 20 ha. 2) Standard of combination of zones is maintained. 3) In the method of division used in zoning, many zone division lines are clearly marked by geographical features. However, a number of the local shopping area division lines are not clearly marked and do not obey national technical standards.

This paper deals with the planning control for urbanized area in West Germany; Art.34 of Federal Buiding Act (Bundesbaugesetz). Art.34 has such functions; 1) Through declaration of urbanized area, which is not covered with qualified “Bebauugsplan”, the unplanned sprawled development is controlled. 2) within the urbanized area the building action is controlled through such points as, harmony with surroundings, security of infrastructure, building use & density, and public interest. Through the control system of Art.34 the environmental condition in urbanized area can be well maintained.
