     American college libraries did not have any book selection theory until early 19th century. The control of book selection by college trustees, later faculty commitees prevented the development of book selection theory by librarians. According to A. C. Potter's theory books for curriculum needs of faculty as well as students form the nucleus of college library collections. A.C. Potter defended the responsibility of the faculty in controlling book selection. However, T. W. Kock discussed four problems of fund allocation and recommended a new system, in which the librarian had a control over the expenditure for book purchases by the faculty. J.I. Wyer supported the “theory” of book selection by the faculty, but added a new “theory” of selection by the librarian for the “legitimate needs” of the students.
     The library Survey by ALA (1926) revealed the conditions of book selection in American college and university libraries, categorized the fund allocation systems and found it a prevalent trend to centralize the book fund allocations with the library administration, who then, apportioned it to the various departments. The survey by G.A. Works indicated the importance of research functions and research materials of the university libraries, and recommended the centralized control of library collections. W.M. Randall studied scientifically the collections, fund allocation systems and the responsibility of selection in American college libraries.

     The British Open University was set up to serve the Open University faculty only, it did not serve students directly. Students, however, were asked to use their local public libraries. This paper tries to find out its effects on students.
     Initially, research reports on the relationships between students and library use are reviewed, and their library use patterns are analyzed. The patterns that I found are (1) students make little use of the library and, (2) they find it difficult to do library research especially in conjunction with upper levels courses that demand individual research. Therefore, the Open University Library has produced library and literature guides which aim to give the students skills necessary to enable library use.

     A large number of researchers have studied user need for almost four decades. S. Crowford estimates that over 1,000 user behavior and information system use studies have appeared in print.
     Clearly, the subject of use and user is as diverse as one cares to make it. Perhaps the waning interest in the user studies is implicit recognition of difficulty.
     The purpose of this paper is to identify the limitations and problems of the user studies and to present them as concepts within a model of information-seeking behavior.
     In order to provide direction to empirical studies, it is quite useful to develop model of human behavior. But few models of human information-seeking behavior are available.
     Information-seeking behavior is defined as any activity of dividual that is undertaken to identify a massege that satisfies user own need, and information is simply defined as any stimulus that reduces uncertainy, and need is defined as a recognition of the existance of this uncertainty.
     Information-seeking begins when one perceives that he posses less knowledge than that needed to deal with some issue.
     Information-seeking behavior is activities associated with satisfying immediate need and those associated with differed need is defined as information-gathering behavior.
     In this paper, the preference of information sources is discussed too. The validity of this paper is subject to empirical verification.
     The information seeking model described in this paper is based on the model by James Krikelas.
     The ultimate value of this model lies in its utility in the designs and analysis of future empirical studies.
