This paper discusses the followings: (1) the basic characteristics of the school district library in Massachusetts. (2) the role school district library played in the American public library history.
The paper consists of six major parts, four of which are dealt with in this issue. (1) Horace Mann and public education & school district library. (2) “School Library” (1839) and the school district library. (3) Book availability in those days. (4) Establishment of the school district library and its growth.
1st chapter, premise of this paper, surveys the role of the school district library played in Man's ideas of public education.
2nd chapter takes up “School Library” (Common School Journal 1839) to discuss the important measures to take for establshing the school district library: (i) the condition of book availability, (ii) institutional or legal arrangements for the school district library, (iii) book selection.
3rd chapter gives analysis to the condition of book availability based on Man's Library Survey 1839.
4th chapter traces the process of establishment and growth of the school district library, through examining Man's Annual Report, 1837-48.

As Japanese government forced the 21 demands on Chinese government, there arouse an Anti-Japan movement in China. Japan gave up to claim the Boxer indemnities and in 1923 it started “the Cultural Work for China”, but the Chinese people rejected the Japanese project, because they thought it a kind of cultural invasion. A joint committee of both countries was organized to take the Chinese opinions into consideration, and planned to establish a library of ancient Chinese books in Pei-ching, but because of Chi-nan Incident in 1928, the project broke down.
In October 1935, Japan made a new plan of establishing a Japanese library in Pei-ching for reconstruction of the Japanese cultural works in China. This library was called the Modern Science Library Pei-ching. Saburo Yamamuro was appointed to the director. The preparation works went on and the library was opened on December 5th, 1936.
After the Marco Polo Bridge Incident in July 1937, this library promoted the active services, such as instruction of Japanese language, editting and publishing the text books in Japanese language, and various exhibitions. But Chinese people opposed these library activities. On September 27th, 1938, someone set fire to the library building. As the war went on, the library service was reduced to the minimum, and in 1945, the year of the defeat of Japan, the library was closed.

The world psychiatric information flow was analyzed quantitatively. Country and time distribution of the citations in 11 psychiatric journals published in both capitalist and socialist countries, USA, Australia and New Zealand, Canada, UK, Scandinavia, West Germany, France, Switzerland, Poland, USSR, and China was investigated. American journals and English language journals were referred to by psychiatrists most frequently. The country self-citation rates were found under 50 percent in the journals investigated except the American journal. Negative correlations between the country seIf-citation rates and the citations to American journals (r=–.68，p <.05) and between the country self-citation rates and citations to American or British journals (r=–.81，p <.01) were found. The difference of the ‘half-lives’ observed in the journals was large. The fastest ‘half-life’ was found in the Australian journal (5 years) and the slowest in the Polish journal (9 years). The ‘half-life’ of the citations to foreign journals was found longer than that of the self-country citations. Price's lndexes of the Australian, the American, and the British journals were around 45 percent which fell under the hard science variety. And the rest with indexes of 25 to 39 percent fell under the soft science category. The present study showed that a high Price's Index with a high country self-citation rate indicated the existence of the active psychiatric research front in the country. Some linguistic, political, historical, and geographical factors that had an influence on the psychiatric information flow were discussed.
