THIS PAPER EXAMINES THE STATE-OF-THE-ART OF DEVELOPMENT CONTROL SYSTEMS FOR HOUSING DEVELOPMENT AS WELL AS THE PHYSICAL CHARACTERISTICS OF URBAN FRINGE AREAS IN SOUTHEAST ASIAN METROPOLISES, PARTICULARLY MANILA AND BANGKOK. IT WAS FOUND OUT THAT THE SIMPLIFICATION AND RELAXATION OF REGULATIONS HAVE LED TO THE PROMOTION OF HOUSING DEVELOPMENT FOR THE LOW AND MODERATE INCOME PEOPLE BY THE FORMAL PRIVATE SECTOR AS WELL AS THE PROVISION OF BASIC SOCIAL INFRASTRUCTURE. DISTRICT-LEVEL SOCIAL INFRASTRUCTURE WILL NOT BE PROVIDED BY THE DEVELOPMENT CONTROL SYSTEM, THUS IT SHOULD BE PROVIDED THROUGH THE INITIATIVE OF THE PUBLIC SECTOR.

RECENTLY, SOUTHEAST ASIAN CITIES HAVE BEEN FACED WITH A SERIOUS GARBAGE DISPOSAL PROBLEM FROM THE VIEW OF HELTH, COMMUNITY LIFE AND LANDSCAPE. HOWEVER, COLLECTING GARBAGE IS INCOMPLETE ESPECIALLY IN SLUM AREAS, BECAUSE OF THE GOVERNMENT'S POOR. IN ORDAR TO COLLECT GARBAGE IN SLUM AREAS EFFICIENTLY, IT IS NECESSARY TO ESTABLISH ”SELF-HELP GARBAGE DISPOSAL SYSTEM”(SGDS), WHICH WOULD GO IN COOPERATION WITH PUBLIC SERVICE. THIS STUDY AIMS TO IDENTIFY THE PROBLEMS IN SGDS WHICH COULD BE CARRIED OUT AS PART OF COMMUNITY PLANNING. THE FINDINGS INCLUDE THAT SGDS NEEDS”GARBAGE STATION ”LOCATED IN EACH OF THE SUITABLE AREAS, AND PROPER MOTIVATION OF THE SLUM PEOPLE.

ALTHOUGH THE POPULATION OF SENRI NEWTOWN WAS QUITE YOUNG IN ITS INCEPTION COMPARED WITH OTHER URBAN AREAS, ITS AGING HAS GENERALLY KEPT A FAST RATE AND IS LIKELY TO ENTER AN AGED SOCIETY SOONER. THE AGING RATE IS MAINLY INFLUENCED BY THE TREND THAT WHILE A GREAT PART OF THE PARENTS IN THE NUCLEAR FAMILIES WHICH MOVED INTO THE NEWTOWN MORE THAN 20 YEARS AGO TEND TO REMAIN, AS TIME GOES ON, THEIR CHILDREN ARE LEAVING THE TOWN TO FORM NEW FAMILIES DUE TO POOR HOUSING CONDITIONS AND OTHER REASONS. INSIDE THE NEWTOWN, THE AGING RATE IS QUITE DIFFERENT IF VIEWED AT A LEVEL OF CERTAIN SMALL SECTIONS AND THAT HAS AN INTIMATE RELATION WITH HOUSING TYPES.

THIS PAPER PRESENTS ONE APPROACH TO DETERMINE INCREMENTAL RENTS FOR PUBLICLY SUPPLIED HOUSES, WHICH ARE“FAIR”IN VIEW OF THE PUBLIC HOUSING ASSIGNMENT SYSTEM. HERE THE TERM “FAIR”IMPLIES THAT IT COINCIDES WITH THE STRICT MANAGEMENT OF THE SYSTEM. IT IS SHOWN THAT A HOUSEHOLD WHO ILLEGALLY CONTINUES TO RESIDE IN A SUBSIDIZED HOUSE HAS TO PAY NOT ONLY THE SUBSIDIZED AMOUNT BUT ALSO SOME ADDITIONAL AMOUNT WHICH CAN BE INTERPRETED AS SOME BENEFIT OF PRESERVING THE RIGHT OF RESIDING IN THE PUBLICLY SUBSIDIZED HOUSE. THE PRESENT APPROACH CAN BE APPLIED TO A VARIELY OF PUBLIC HOUSING SYSTEM TO DETERMINE FAIR INCREMENTAL FEES.

IN SAITAMA PREFECTURE, THE CITY PLANS OF URBANIZATION PROMOTION AREA (UPA) AND URBANIZATION CONTROL AREA (UCA) WERE MADE IN 1970, AND WERE MODIFIED IN 1977-1979. DESPITE THE DEMARCATION BETWEEN UPA AND UCA, HOWEVER, DISORDERLY BUILDING-UP (SPRAWLS) CONTINUED AND THE DEVELOPMENT PROJECTS WERE NOT PROMOTED IN UPA AS WE HAD EXPECTED. IN ORDER TO SOLVE THIS PROBLEM, ‘SAITAMA METHOD', THE FLEXIBLE OPERATION OF THE CITY PLANS OF UPA AND UCA WAS INTRODUCED AT THE TIME OF THE SECOND MODIFICATION OF DEMARCATION BETWEEN UPA AND UCA, IN 1984-1987. DEMOGRAPHY AND INVESTMENTS ON PUBLIC FACILITIES IN HOUSING AREA DEPEND UPON DEVELOPMENT INITIATIVE AND PROCEDURE. PUBLIC INVESTMENTS IN HOUSING AREA HAVE TO BE PROPERLY DONE IN ACCORDANCE WITH THE INSITUTIONAL URBAN PLANNING RULES IF THE DEVELOPMENT IS BIGGER AND INTENSIVE. BUT NOT THE CASE IF THE DEVELOPMENT IS SMALL AND DIVERSIFED. WE SHOW DISCREPANCIES OF DEMAND AND SUPPLY OF PUBLIC SERVICE WILL EMERGE IN FORMER CASE SERIOUSLY WITH THE YEARS BECAUSE OF UNEVEN DISTRIBUTION OF SOME AGE OF POPULATION. BUT THERE MIGHT BE NO SUCH DISCREPANCIES IN THE LATTER CASE IF THE BUILT-UP GOES GRADUALLY AND THE LOCAL GOVERNMENT CAN MANAGE TO PREPARE THE FACILITIES IN ACCORDANCE WITH THE DEVELOPMENT.

THIS PAPER DIVIDES THE CHANGES IN INDUSTRIAL FLOOR INTO TWO PARTS: THE CHANGES WHICH OCCUR IN THE VERTICAL DIRECTION AND IN THE HORIZONTAL DIRECTION. RESIDENTS' PARTICIPATION IN PINNING PROCESS OF PUBLIC HOUSING RENEWAL IS REQUIRED TO SUCCEED TO THE VALUE OF LIVING TOGETHER FOSTERED BY RESIDENTS. IN THIS PAPER THE VALUE OF LIVING TOGETHER ARE EXAMINED THROUGH ANALYZING THE SMALL GARDENS, WHICH ARE MAINTAINED BY RESIDENTS THROUGH IMPROVING COMMON SPACE INTO INDIVIDUAL PLACE WITH A SENSE OF COMMON REMAINED. THIS CONCLUDES WITH THE DISCUSSION THAT CONSEQUENCE OF TRANSACTION BETWEEN RESIDENTS AND ENVIRONMENTS, AND SEQUENCE OF RESIDENTS AUTONOMOUS ATTITUDE TOWARD THE ENVIRONMENTS CREATE LIVING VALUES. THE LIVING ENVIRONMENTS SHOULD NOT BE UNPLANNED BUT UNRESTRICTEDLY PLANNED'AND AFFORD THE WIDE MARGIN OF AUTONOMOUS ACTIVITY, WHICH IS FACILITATED BY SUCH SOFT METHODS AS RESIDENTS' PARTICIPATION IN PLANNING.

WE DISCUSSED THE RELATION BETWEEN LAND PRICE AND ENVIRONMENTAL DATA INCLUDING PHYSICAL AND RESIDENTS' EVALUATION DATA ON VARIOUS ACCESSIBILITIES AS WELL AS NEIGHBORHOOD ENVIRONMENT. AS THE OBJECT OF A CASE STUDY, WE PICKED UP UTSUNOMIYA CITY. THE RESULTS OF THIS STUDY ARE AS FOLLOWS; 1) RESIDENTS' EVALUATIONS ON NEIGHBORHOOD ENVIRONMENT AND VARIOUS ACCESSIBILITIES ARE VERY CLOSELY RELATED TO LAND PRICE. 2) ADDING RESIDENTS' EVALUATION DATA TO USUAL PHYSICAL DATA, R2 OF LAND PRICE FUNCTION HAS INCREASED. ESPECIALLY, IN CASE THAT ADDING DATA ARE 'CLEANNESS OF AIR' AND 'ACCESSIBILITIES TO WATER FRONT,' R2 IS 0.815. 3) R2 OF LAND PRICE FUNCTION HAS A LITTLE INCREASED BY ADDING DISTANCE TO RIVER AS DATA OF EXPLAINING ACCESSIBILITY TO WATER FRONT.

IN OUTER ZONE, THE PRICE HAS BECOME HIGHER THAN THE ONE OF CENTRAL ZONE. THE RATIO OF PROFIT IN CENTRAL ZONE WAS DECREASED ESPECIALLY IN 1989, SO THE SUPPLY EXPANDED INTO OUTER ZONE. TOKONAME CITY ADOPTS A SPECIFIC LAND-USE MANAGEMENT PROGRAM WHICH REPRESENTS AN IMPORTANT APPROACH IN LAND-USE PLANNING IN SUBURBAN AREAS. BY PROVIDING A PURPOSE TO IMPROVE BOTH THE FARMING ENVIRONMENT IN SUBURBAN AREAS AND THE RESIDENTIAL ENVIRONMENT IN URBAN AREAS, THIS PROGRAM IS MANDATED TO MANAGE COMPREHENSIVELY URBAN-LAND USE AND FARMLAND USE. THIS PAPER REPORTS THE PLANNING PROCESS AS WELL AS THE LAND-USE CONVERSIONS AFTER THE IMPLEMENTATION OF THE PROGRAM IN ORDER TO CONSIDER THE EFFECTIVENESS OF COMPREHENSIVE LAND-USE PLANNING.

本論文は、バンコク保存地区内に位置する歴史的な商業地区バン・ランプにおける、歩行者専用道路の整備などによる地区改善策を提案するものである。対象地区において、歩行者の通行に関する問題は最も深刻かつ急を要するものである。この提案は、1989年6月に行なわれた、対象地区の商店主(居住者でもある)および利用者に対するインタビューにもとづいて作成されており、とくにバンコクにおける一般的な商業形態である露店商についてはその活動の維持に留意した。また本提案を実現するための法律的枠組、とりわけ保全に関する諸規制について概観した。

THE TRAFFIC DATA OF TELECOMMUNICATION IN NTT HAS BEEN AVAILABLE TO ANALYZE SINCE THE OPENNING TO THE PUBLIC. IN PARTICULAR, IT IS THE FIRST CASE TO BE ABLE TO UTILIZE THE DATA OF HOME USE AND OFFICE USE SEPARATELY. IN A RESULT, SEVERAL INTERESTING FACTS ARE FOUND, WHICH ARE AS FOLLOWS: I) IN OFFICE USE, THE HIGH PEAKS ARE SHOWN AROUND 9 A.M. AND 5 P.M., AND IN HOME USE, THEY ARE AROUND 9 A.M. AND 8 P.M. II) IN A REGIONAL ANALYSIS, THE TIGHT COMMUNICATION AREAS OF THOSE TWO USAGES ARE ALMOST WITHIN 30 KM, HOWEVER, THE OFFICE USE IS WIDER III) THE SHARE OF TELEPHONE LINES OF OFFICE USE IS ABOUT 30%, BUT THE SHARE OF IT'S TRAFFICS IS TWO TIMES LARGER THAN HOME USE'S TRAFFIC.

THE AUTHOR HAD MADE IT CLEAR THAT THE BRIDGE TYPE DISTRIBUTION IN TOKYO AFTER THE GREAT EARTHQUAKE OF 1923 WAS VERY SYSTEMATICALLY ARRANGED FROM TECHNOLOGICAL AND URBAN DESIGN POINTS OF VIEW. BY USING THE SAME METHOD,THE MAIN RESULTS ARE AS FOLLOWS: 1.THE SEINE AND THE ILE DE LA CITE IN PARIS WAS A MODEL. OF NAKANOSHIMA AREA. THE BRIDGE ARRANGEMENT IN OSAKA APPEARS TO HAVE THE DESIGN HIERARCHY CENTERING AT THE OSAKA CASTLE. 2.THE EMPHASIS AREA IN YOKOHAMA IS CLEAR BY THE DESIGN ANALYSIS OF A BRIDGE NEWEL. 3.THE THOUGHT OF DESIGN HIERARCHY SEEMS TO BE BETWEEN TOKYO AND YOKOHAMA BY THE ANALYSIS OF A BRIDGE TYPE.

THE STUDY AIMS TO UNDERSTAND THE INFLUENCE OF LARGE SHOPPING CENTRE OVER THE RETAIL SHOPS BY COMPARING THE SHOPPERS' HABITS IN THE DOWNTOWN AND SUBURBS OF TOYOKAWA CITY. SHOPPERS' QUESTIONAIRE SURVEY METHOD WAS USED IN THIS STUDY. THE STUDY SHOWED LARGE DOWNTOWN SHOPPING CENTRE HAD ATTRACTED MORE SHOPPERS DUE TO ITS WIDE SERVICES, CHOICE OF GOODS AND OTHER INTERRELATED ACTIVITIES. THERE IS ALSO A DECLINE OF SHOPPERS IN THE SUBURBS AREA ESPECIALLY IN LARGER RETAIL SHOPS THAN THE SMALLER ONES. THE STUDY INDICATED THAT THE IMPORTANCE OF CONSIDERING INTERRELATED SHOPPING ACTIVITIES IN IMPROVEMENT OR REDEVELOPMENT WORK OF A SHOPPING DISTRICT.
