IN THE NEW CITY PLANNING ACT, CITY MASTER PLAN IS ESTABLISHED, WHICH IS DECIDED BY THE MUNICIPALITIES. BUT THE AUTHORITY OF JAPANESE MUNICIPALITY IS LIMITED, WHILE IN GERMANY MUNICIPALITIES (GEMEINDE) HAS THE PLANNING AUTHORITY. AT THE SAME TIME, REGIONAL PLANNING SYSTEM IN GERMANY IS ALSO A PROGRESSIVE ONE, AND LANDSCAPE PLANNING SYSTEM WAS ADDED IN RECENT YEARS. IT IS A GREAT USE FOR US TO ANALYZE, HOW THESE PLANNING TOOLS ARE ADJUSTED IN GERMANY. IN ORDER TO ANALYZE THE FUNCTION OF REGIONAL PLANNING, PROBLEMS OF LARGESCALE RETAIL STORES ARE SELECTED. IN CONCLUSION, THE PLANNING PROBLEMS TYPICAL TO THE EACH TOOL AND LEVEL ARE ADJUSTED IN GERMAN PLANNING SYSTEM.

THE CITY PLANNING LAW WAS AMENDED IN 1992 AND CITY MASTER PLAN SYSTEM WAS INTRODUCED. HOW TO INVOLVE CITIZENS INTO THE PLANNING PROCESS IS VERY IMPORTANT FOR MAKING A BETTER MASTER PLAN. WE STUDIED THE PRESENT STATE OF PUBLIC INVOLVEMENT IN THE PLANNING PROCESS IN THE TOKYO 23 WARDS AND 16 CASES OF INFORMAL MASTER PLAN WERE EXAMINED. THE MAJOR FINDINGS ARE AS FOLLOWS: (1) THE PROCESSES CAN BE CLASSIFIED INTO FOUR TYPES ACCORDING TO THE LEVEL OF PUBLIC INVOLVEMENT. (2) VERY FEW PEOPLE WERE INVOLVED IN THE PROCESS AND MOST OF THE PARTICIPATION PROCESSES WERE CONDUCTED THROUGH ONE WAY COMMUNICATION NOT BOTH WAY. (3) PUBLIC ANNOUNCEMENT OF A MASTER PLAN IS MADE THROUGH ONLY A LIMITED CHANNEL.

THEN, WE FOCUSED ON THE STRATEGIC POLICIES FOUND IN THE UNITARY DEVELOPMENT PLANS. FROM THE ANALYSIS, IT WAS FOUND THAT THE NEWLY HOUSING ARE PROVIDED ACCORDING TO MIXED-USE DEVELOPMENT. LOCAL AUTHORITIES, THEREFORE, RELY ON THE NEGOTIATION AND PLANNING AGREEMENT IN ORDER TO MATERIALIZE THE PROVISIONS OF HOUSING AND OTHER FACILITIES WHICH ARE NECESSARY IN INNER URBAN AREAS.

BUT THERE WAS A CONTROVERSY HOW TO DEAL WITH "WORLD CITY" TOKYO IN THAT PLAN. MANY OPINIONS SUPPORTED TO ENCOURAGE COUNTRYSIDE TO ACHIEVE "BALANCED DEVELOPMENT". THE NATIONAL PLAN REFLECTS A CONFLICT BETWEEN TWO THOUGHTS.

FIRST, THE SHIFT-SHARE ANALYSIS IS APPLIED TO MEASURE THE DIFFERENCES OF EMPLOYMENT GROWTH IN 14 REGIONS. SECOND, THE RELATIONSHIP BETWEEN THE REGIONAL POPULATION CHANGE AND THE DIFFERENCES OF REGIONAL EMPLOYMENT GROWTH IS EXAMINED BY APPLYING THE REGRESSION ANALYSIS. THE MAJOR FINDINGS SHOW THAT THE DIFFERENCIAL SHIFT OF BUSINESS AND COMMERCIAL INDUSTRIES IS THE MAIN FACTOR OF RECENT POPULATION CHANGE.

PREVIOUS STUDIES ON THE OPTIMAL TRANSPORTATION NETWORK DESIGN USUALLY ASSUME THAT THE TRAVEL DEMAND, WHICH IS DETERMINED BY THE DISTRIBUTION OF SOCIOECONOMIC ACTIVITIES, IS GIVEN AND FIXED. HOWEVER, THE TRAVEL DEMAND IS CHANGING AND CHANGEABLE BY THE TRANSPORTATION DEMAND MANAGEMENT. THIS STUDY PROPOSES A MODEL THAT COMPUTES BOTH THE MAXIMUM TRAVEL DEMAND DISTRIBUTION AND THE OPTIMAL TRANSPORTATION NETWORK UNDER A CONSTRUCTION BUDGET. THIS MODEL IS FORMULATED AS THE COMBINATION OF THE MAXIMUM OD MODEL AND 0 - 1 INTEGER PROGRAMMING PROBLEM. 道路交通流における大型車の影響についてのこれまでの検討は、各車線単位の分析に留まっており、複数の車線からなる方向別交通流に対する影響度として統合的に推定・評価する方法について研究された例はない。本研究は、方向別に与えられた交通量、大型車混入率を入力条件として大型車の影響度を推定する方法を提案し、東名高速道路におけるデータに基づいて、実証的に提案した推定構造の妥当性を明らかにした。また、車線別に推定された大型車の乗用車換算係数をもとに、交通量の車線分布推定モデル、大型車の車線利用率推定式を介して大型車の方向別交通流への影響を推定する本方法を用いて、大型車の走行方法に対する規制・誘導方法の効果を検討しその方向性について考察した。

THE NEEDS OF BOTH ORGANIZATIONS HAVE REALIZED AS THE BUS DELIVERY SERVICE IN BOTH IWATE PREFECTURE AND HOKKAIDO SINCE 1992. THREE TYPES OF BUS DELIVERY SERVICE HAVE APPLIED TO MEET WITH THE DIFFERENT NEEDS FOR PARCEL TRANSPORT. THEY ARE 1) TRANSPORT OF PARCELS BETWEEN TWO DISTRIBUTION CENTERS, 2) TRANSPORT OF PARCELS FROM A DISTRIBUTION CENTER TO BUS STATION AND VICE VERSA, AND 3) SPECIALLY ASSIGNED DELIVERY SERVICE FOR BUS SERVICE. THIS PAPER DISCUSSES THE MODEL TO IDENTIFY THE SUITABLE BUS ROUTES FOR THIS SERVICE. IT WAS FOUND THAT SERVICE TYPES 2) AND 3) HAVE MORE BUS ROUTES THAN THOSE OF TYPE 1) TO MEET WITH TRANSPORT NEEDS.

WE THINK THAT PRESENT BUILDING CONTROL REGULATIONS DO NOT ALWAYS LOOK ADEQUATE FOR DIFFERENT SITUATIONS OF LOTS. THIS STUDY AIMS TO PROPOSE THE NEW METHOD OF REGULATION, WHICH IS MORE EFFECTIVE FOR SITUATIONS OF LOTS, AND MORE FLEXIBLE FOR ARCHITECTURAL PLANS. IN THIS STUDY, FIRSTLY, THE INFLUENCE OF THE PRESENT REGULATIONS ON BUILDING WAS ANALYZED BY EFFECTIVE-FLOOR-AREA-RATIO AND FLEXIBILITY OF ARRANGEMENT OF CORE AND OPEN SPACE. SECONDLY, THE NEW METHOD BY BUILDING ARRANGEMENT WAS COMPARED WITH THE PRESENT REGULATIONS BY SOLAR ENVIRONMENT. THE RESULTS ARE, THAT THE BUILDING SHADOW REGULATION IS NOT ALWAYS EFFECTIVE, AND, THAT THE ARRANGEMENT REGULATION IS CERTAINLY MORE EFFECTIVE THAN PRESENT REGULATIONS, IN SOME SITUATION.

IN THE MATTER OF FACT, DOWN ZONING IS DIFFICULT TO CARRY OUT FOR THE MOST PART AND ITS PROGRESS HAS BEEN UNKNOWN. FOR REASONS MENTIONED ABOVE, WE SET ABOUT THIS STUDY. THIS PAPER HAS THE TARGET OF DOWN ZONING CASES CONCERNING WITH THE AREA DEMARCATION AND THE LAND USE ZONING. THEY ARE THE PRINCIPAL ZONING FORMS IN JAPAN. THROUGH THIS STUDY, WE OBTAINED THAT DOWN ZONING IS PERFORMING NOT TO INTERFERE THE PRACTICAL DEVELOPMENT RIGHTS.

THIS PAPER DEALS WITH THE LOOSE REGULATION AREA IN KANAGAWA PREF., AND HOW TO CLARIFY THE EFFECT AND PROBLEMS TO THIS. FROM THIS POINT OF VIEW, WE ANALYZED THE INFLUENCE OF TRAFFIC FLOW AND DRIVER'S CONSCIOUSNESS WITH REGARD TO ON-STREET PARKING LOT IN ORDER TO USE THE BUSY ACCESS ROADS MORE EFFECTIVELY WITH ON-STREET PARKING LOTS, AND THE OPTIMUM WIDTH OF ROADWAY AND SPEED REGULATION FOR EFFECTIVE SPACE OF ON-STREET PARKING ON ACCESS ROADS IN CENTRAL BUSINESS DISTRICTS ARE PROPOSED.
