This paper deals with the structural development of the German sawmilling industry between 1960 and 1995. During this period, the number of sawmills declined from 6,257 to 2,487, whereas the production volume of sawn timber increased from 7.7 to 12.4 million m^3. This development has been decisively influenced by the introduction of new conversion technologies between 25 and 30 years ago. This linkage between structural changes in the sawmilling industry and the new conversion technologies has been indicated earlier by some authors. This publication for the first time is basing such a statement on results of market analytical research. The target of this study is to give an overview of the development and structural changes between 1960 and 1995. Furthermore, it explains why these new conversion technologies could have such a strong influence on the structure of the German sawmilling industry.

In Japan, 10,000,000 ha of artificial forests, including national forests, have been developed as the result of the post-World War II expansion of afforestation. Since the 1980s, however, an increasing number of forests have been insufficiently maintained due to the forest owners not having the capability to manage then amid progressive deterioration in forest management performance and great changes in the employment structures of forestry household members. In this report, the status and the conditions for successful forest management through long-term consignment of operation will be discussed by analyzing the characteristics of consignors and the status of forest operation practices of the Tatsuyama Village Forest Owners' Association (Tatsuyama Village FOA), a typical consignee in the business of long-term consignment of operation for private forests. At Tatsuyama Village, the forest owners who sustain forest management as a main or extra source of income all own artificial forests in the high age class. These forest owners engage in uninterrupted forest practices by reinvesting the income from log sales. Many of the small-scale forest owners who make up the majority of the consignors are running deficits in the tens of thousands of yen each year. To further expand consignment of operations from small-scale forest owners, the subsidiary programs need to be improved.

This study examines tree felling or logging in Oregon State in the United States of America. Comparisons to the Japanese situation are examined. Results indicate that the scale of operation in the case of America is much larger and consequently productivity is also higher. There are large and small-scale operators in Oregon. Contracting of logging and the productivity of workers is much higher than Japan.

社会の様々な分野での「制度疲労」が明らかになる中で,民間非営利の活動が注目を集め,とりわけ多様な市民活動が,わが国における市民セクター形成に果たす役割が期待されている。こうした市民活動の森林・林業分野における代表格として森林ボランティア活動がある。森林保育作業にボランティアとして参加する市民団体は全国で360以上,活動者数は3万人を超えるとされており,ネットワーク化も進むなど社会的に大きな力となりつつある。現在わが国の森林・林業をとりまく現状は,厳しさを増しつつあり,公的支援を射程に入れた新しい森林管理システムの構築が必要であろう。こうした新しいシステム構築のためには行政・林業関係者に加えて,市民セクターの参加に基づく,市民的公共性を担保しうる合意形成が必須のものといえる。また新しい森林管理システム構築に欠かせない市民セクター形成において森林ボランティア活動は重要な役割を持つものと位置付けられる。

近年,森林・林業政策は,森林法改正による市町村の役割強化が打ち出されるなど「分権化」時代へむけて大きな転換点にある。財政的にも「森林・山村対策」や「国土保全対策」といった交付税措置がなされ,県及び市町村による森林・林業に係わる単独事業が急速に拡大している。本論文では熊本県が98年度から実施している2つの間伐対策事業を事例にして,(1)事業発足の経緯と内容(2)市町村別の実施状況,(3)事業効果と課題,(4)交付税及び町村財政の動向について分析した。間伐実施に大きな効果を発揮しているものの,自治体間の取組に大きな差がある。また,森林組合の事業展開や林家の自伐拡大などが見られる一方で,皆伐の回避を目的とした高齢級間伐対策は大面積皆伐が問題になっている町村では十分に取り組まれていないこと,県段階で森林組合に担い手を絞ったため地域に適合しない場合もあること,交付税総額としては減額している自治体もあり,財政的に厳しい市町村では事業に取り組めないなどの問題が明らかになった。

高度経済成長期以降、農山村から都市への人口流出が進んだ結果、森林所有者の居住地は分散化・広域化する傾向にある。この森林所有者の居住地の分散化・広域化は、出身山村に残された所有森林の管理の仕方や程度に影響を与えることが予想される。そこで本研究では、三重県宮川村大杉谷地区にある小学校の50年間の卒業生全員を対象に行ったアンケート調査をもとに、居住地移動と森林所有との関わりを調べた。その結果、(1)高度経済成長期には居住地移動に与える森林所有の影響が薄れたものの、安定成長期には近隣都市圏所有者が増加する形で森林所有の影響が現れてきたこと、(2)森林所有者の所有森林に対する知識の程度は、在村所有者と不在村所有者とでは大きく異なるが、不在村所有者の中では近隣都市圏居住者と遠隔地居住者の間に差がないこと、(3)近隣都市圏に居住する森林所有者には「管理するつもりはないが所有し続ける」という意向が特徴的に見られること、が明らかになった。不在村所有者問題に対処するには、このような近隣都市圏に居住する森林所有者の性格をふまえた上で対応する必要性があることが示唆された。

農家林家による森林管理の将来展望について,林家の自営力が極めて高かった久万林業地を対象として過去3回実施した農家林家調査結果に基づいて検証した。1998年の調査では,これまで対象にしてきた111戸中36戸について調査が実施できなかった。その理由は,「林業への関心低下」「高齢」「町外他出」等であり,多くは既に森林の管理義務の遂行を果たせない状況にあった。このことがもつ意味を重視し,今回調査できなかった林家とできた林家について,1985年時点での世帯状況と施業実施の状況を比較した結果,前者の林家としての存立条件は,当時既に弱体化していたことが明らかとなった。また,調査を実施できた林家の状況変化について,過去3回の結果を用いて時系列分析を行った結果,調査できなかった林家の1985年の状態は,現在の調査実施林家の状態を先行的に示していることが明らかとなった。これまで,林家が担い手として活躍してきた久万林業地においてすらこのような状況であることを考えると,今後,わが国の森林管理の有力な担い手として農家林家を位置付けることは極めて困難であるといわざるをえない。

近年の中国において、計画経済から市場経済へ移行過程で,もっとも注目されているのは企業経営の変化である。経済の発展による,木材消費は高付加価値商品や利便性商品の追求が目立ち,一方,生産面では,旧来の木材加工産業は立ち後れ,このような社会環境の中で,旧来の木材産業の再編など木材企業の経営は新しい展開を遂げ始めた。本研究は全国林業改革試験区である福建省の永安林業株式会社の事例を取り上げ,木材産業の統合及び新たな経営の展開プロセスを分析し,統合型資本による生産から加工・販売に至る全過程のインテグレーション化が新しい流通システムの確定,木材産業及び流通の近代化・合理化の道へ導く重大なステップであることを明らかにした。
