    The subject of Meiji new government was put the finance of the state on a firmbasis. For this finance, the amendment of land tax was thought by the Ministry of Finance tax dormitory. The land with precincts of shrines and temples was exempled from the taxation for unfinished disposition on state land. The problem was to determine the owner of privated land and to deliver title deed. The tax dormitory hand reserved the title deed issue as no tax land for the precincts provisionally. The fact was selected the famous of shrines and temples to recognize as park.
    In this purpose, “The matter of parks establishhment” the Cabinet Proclamation No.16. 1873 was the starting point of first administrative confirmation.
    Parks were established in conformity with the Cabinet proclamation, but the administrative measure was uncertain for the park establishment. The thought of the tax dormitory for park

    The physical parameters of the soil was studied in order to learn the conditions under which soil particles supply water to the base of the frost pillars. For this purpose, nine samples of microscopic particles (quartz and sand)-each sample differing in size of diameters, ranging from smallest to largest-and a sample of the Kanto loam, containing microscopic particles of varying diameters, were prepared.
    These samples were each saturated with a varying amount of water, respectively. And then quartz powder with particle sizes in the range of 1-4 microns were lightly scattered over them. These samples were observed under refrigeration in order to ascertain the conditions under which frost pillars develop.
    The result indicates that frost pillars are generated when the soil is fully saturated with water and when the soil's pF=1. The minimum amount of soil water required for generating the frost pillars is that amount when the soil-water diffusivity is 0. 003cm2/sec.

  • On the scale analysis and the basic modules of the garden spaces

    This research is to decide the basic modules of landscape design by analyzing the rhythm and the scale of japanese gardens of EDO period.
    There would be two meanings in analyzing particularly KAIYU-SHIKI-TEIEN (circuit style garden) and ROJI (tea garden) in EDO period.
    As there were no harmful influences of the mechanical civilizations in those days, all the spatial circumstances were designed co-ordinately with the human scale based on human biological factors.
    The other meaning would be that they were designed to make delicate distinctions upon the spatial experiences.
    The author would like to make a following suggestion as the result of this analysis.(See Tables 4, 5, 6, and Figures 4, 5).
    Although the theories of 2 steps and 4 steps as the spatial module are insisted by E. NEUFERT (1961) and M. EYAMA (1969), we think 12 steps (=24 feets ≈7.2 meters) and of its multiple could be added to the modules for the outdoor spatial design, as a basic scale for the pleasant human experiences.
