    Ishida-dono; the villa residence which was constructed in 11th century, had the best prospect in accordance with the statements of Toshitsuna-TACHIBANA who was the chief of the construction department in 11 th century.
    But the traditional studies could not prove only the structures and gardens but also the position of Ishida-dono.
    This study has estimated the position of Ishida-dono by the range over an extensive literature. And it has led to the conclusion that Ishida-dono stood at the west coast of Biwa-Lake and commanded a view of the great surface of the water.

    There are many large scaled developments which will change the existing environments in physical and mental meanings. The environmental impact assessments are adapted to these developments.
    As one part of the environmental impact assessment, the landscape assessment is needed to maintain the existing landscapes of people in good conditions.
    The workable flow chart (shown in fig. 2) of the landscape assessment which was composed with 9-steps was proposed in this study. This flow chart shows the procedures of the landscape assessment from gathering the data to the evaluation of existing and montaged landscapes in the near future. The 9-steps are as follow.
    (1) Summarization of development plans.
    (2) Description of environmental setting and impacts to the existing landscapes.
    (3) Physical surveys of the landscape areas.
    (4) Determination of the elements to evaluate.
    (5) Establishment of the landscape standards.
    (6) Description of the landscape changes.
    (7) Evaluation of the landscape changes.
    (8) Feedbacks to modify the originally adopted plan.
    (9) Summarization of total landscape assessment.
    The detailed contents and the techniques in each step were demonstrated through the case study. The main impacts of this case study were the soil excavation on the hill and the transportation facilities (belt conveyor) of soil from the hillside to the port located on the seashore (illustrated in fig. 1).
    On the process, the montaged pictures which show the landscape changes in the near future were prepared using the computer graphic techniques (process is shown in fig. 8-13). Then, the psychological experiments were conducted using these montaged pictures and the pictures of existing landscapes.
    As a result of this study, the general framework and its application of the landscape assessment were proposed, and the workability was confirmed through the case study.
