    The purpose of this study is to clarify the differences in locational factors of outdoor parking lots focusing on the coverage from railway stations in central areas of Japanese local cities. To achieve this purpose, we constructed the land use data targeting all of core cities at Octover, 2005, understood the distribution and changes in increase of outdoor parking lots, and analysed the factors of transformation from business-use land and residential land to outdoor parking lots. Results show that outdoor parking lots have increased in 32 cities of all 37 Japanese core cities between 1985 to 2005. The differences of locational factors of outdoor parking lots in 2 citiy groups which are divided by focusing on the cover ratio from railway stations are shown in probability of transformation to outdoor parking lots; probability of transformation from business- use and residential land which was outdoor parking lots in 1985 is high in cities where cover ratio from railway station is low, than in cities which indicate high cover ratio.

    This study aims to clarify advantages and problems of tourism-based community design with resident participation through a case study of "Dongpirang of South Korea." This study conducts field works and interviews with residents and tourists. The results are shown as follows: 1) The development process of tourism-based community design of Dongpirang is divided into involvement stage and development stage, during which residents participation are markedly shown. 2) The advantages of development stage are that residents get economic benefit and problems by tourists are reduced. 3) However, problems are also shown: only the few residents who focus on the economy participate in community activities, and it hinders making places more attractive for both residents and tourists.

    This study aims at clarifying problems on project promotion for the station squares while the need of re-development of the station area has been rising as a part of developing a compact town. Results of questionary survey for major cities have revealed that station square development has not been high rank plan for most of the cities with the background that the station plazas in outer cities have not been developed for a long period. Therefore, the authors picked up JR Takayama Line Vitalization Project in Toyama city as an advanced case, and confirmed efficacy of development of the traffic nodes including station square development as a part of the city policy.

  • Consideration from family type and relationships with carpenter

    From the survey results, 6 family types are classified. The relationships were analyzed between builder selection, reconstruction methods, decision-making in the family for each category. Positioned the family type on the two axis, [request rate to the area builder of construction] and [weakness / strength of connection with the carpenter-builder]. The encourage factor and disincentive to request the area builder are considered from the point of view of "internal factors" and "external factors". "Internal encourage factor ": Desire to live in a home that was dear old, "Internal disincentive ": son separated is easy to approach and trust a builder in his area. "External encourage factor ": "Reliability" of the builder familiar, "External disincentive ": Reduction of construction capacity of builders in the area.

    The implementation of low-carbon city strategy is important in the challenge to mitigate global climate change. Nagoya City has a municipal low-carbon city strategy for 2050, and it has been reflected not only to its action plan but also to urban and transportation plans, and to community development projects in Nishiki 2 District, one of the designated low-carbon model districts in the city. This paper aims to investigate these efforts in both city and community scales and concludes that there are needs to conduct district-scale PDCA, to secure human and financial resources in community development, to support other districts in existing urban area, and to designate appropriate carbon dioxide reduction goals in districts with various conditions.

    The objective of this paper is to evaluate the market penetration potential electric vehicles for domestic use by regional classification. Based on the questionnaire survey on private-vehicle for car owner, we analyze frequency of long-distance or short-distance drive, the longest-distance drive per day, and annual mileage. Two different type of regional classification are developed by using mesh -based data of GIS. It has been observed that indicators of socioeconomic characteristics such as population density, aging rate, and housing can be used to clarify regional differences in private vehicle use. The main result of case study shows that the areas of high potential of EVs are the mountainous areas and regional cities.

    The paper is intended to clarify an outline and characteristics of area-based participatory urban regeneration in Denmark. The paper presents the conclusion that Danish comprehensive and long-term strategies make it possible to raise the level of the living environment of the entire city. The divisions of roles in public participation are clear; consensus-building processes are transparent. Therefore, Danish projects have strengths for (1) strategic spatial improvement and influence of the legal system and (2) transparency of processes and empowerment of citizens. However, Danish projects have a social bias in participation. In addition, some problems persist, such as long-term continuation of public participation. Then Danish projects present some problems related to (3) diversity and creativity of participants and contents of project and (4) continuity and flexibility of projects.

    The study takes as an example the village of Dangjia in the city of Hanchen, The development of tourism on the case is seen both as a means of revitalizing the region and furthering interaction between the farming village and the surrounding urban area, and is also called for as a response to the accelerating problem of houses falling empty due to the policy of reducing living space in old villages. The study concludes that a review of this policy is called for given its effect of producing many empty houses and that joint ownership of conservation plans in historic and culturally famous Chinese villages involving a combination of continued habitation and tourism use and active participation of residents is needed.

    Just as motorization has altered the urban form, the growing popularity of the internet is likely to transform the urban form again to a fundamental degree. An "internet-conscious city plan" that includes such a transformation must be considered. This study specifically addressed check-in actions on SNS for records of special experiences, and systematically analyzed the distribution, amount, and quality of spots. Additionally, the study examined results from an existing plan of core areas for a compact city. Results clarified that some cities accumulate check-in actions in core areas, but others do not. Questionnaire survey results show that sufficient consideration must be devoted to the internet in future city planning.

    Until now, building temporary housings was a standard scheme. However, in the Great East-Japan Earthquake, the government adopted a different scheme in which the private rental housings were borrowed. In line with this scheme, Iwaki city borrowed 695 units of private rental houses and provided them to the disaster victims. In this work, the actual conditions of housing supply in Iwaki city were analyzed. By comparing this method with the other rental housing methods, it's found that this method could afford the housing supply promptly, but the working time of city-administration becomes enormous. Furthermore, the mismatch occurred between need and stock of housing. Therefore, it's very important to make a firm policy in advance by considering the extant housing stock.

    Purposes of this study are to clarify how to develop residents-led community building sustainably, by handling Ogusuku district. Conclusions of this study are following five. (1) Community building in Ogusuku district can be divided into three periods. Community activities changed from the intangible activity to tangible activity, and activity managements changed from inside circle of Ogusuku district to collaboration with outside groups. (2) It is important to make spontaneous organizations be activated and to give spontaneous organizations support by residents' association. (3) Residents' association accepts outside groups kindly into community building. (4) The community center has been utilized and been the hub place for community building. (5) Ogusuku district has not depended on the support by public administration.

    The purpose of this paper is to explore the feature of the social enterprises in the UK who work on the empty home programme and to make clear the process of job training in refurbish work. It is finally concluded that the social enterprises with various background and character are practicing the empty home programmes; property possession and rent income after repair are deemed important to make the management stable; job training is the flow of step-by-step progress according to the level of proficiency in cooperation with educational institution such as FE colleges which tied up with apprenticeship and traineeship.

    This study examines the way in which the park design of Yasuhei Nagaoka and its aims were incorporated into the construction and maintenance of Iwate Public Park by Iwate Prefecture. Nagaoka designed a park in Morioka at the invitation of the prefecture, and he was then asked to supervise its construction. Nagaoka resided in Morioka until the opening ceremony of the park was held. In this way, his intentions were reflected strongly in the creation of the park, from the design through to its implementation. No large-scale facilities were constructed or improvements undertaken under the management of the park by Iwate Prefecture. The prefecture managed the park in a way that carried on the park design of Nagaoka.

    This study clarifies recent application situation and its problem about reverse area division in local cities by hearing and field survey for local authorities. The followings are concluded. In many examples less developments have occurred because of geographical conditions, preservation as farmland, or low demand for development. But in the case that the bylaw for deregulating development control has been implemented, sprawl by housing developments have started. Therefore land use control after reverse area division is relevant. On the other, one of main factors of recent examples is decrease of population frame. Some municipalities revised area division in order to fit population frame condition by calculation pattern changes as well as reverse area division.

  • The Implementation of the Area Plan: a Case in Kansas City, Missouri

    Community plans implement the policies of the comprehensive plans on a community basis, and are currently perceived as effective tools for sustainable growth. Kansas City is now updating its Area Plans, which have always been a way to break that area into reasonable parts instead of one large comprehensive plan, FOCUS Kansas City Plan, for land use. Many of them were very outdated (1970's), so one important part of FOCUS implementation has been to update these. In this study, I describe the approaches to update Kansas City's Area Plans, especially focusing on the Greater Downtown Area Plan (GDAP). I sketch the background information and the contents of GDAP, and then examine the implementation committee how to contribute to plan implementation. I also examined other updated Area Plans whether they are appropriately implemented.
