  • Case Study on Seijo-Gakuenmae Station Complex

    The newly built station complex has been aimed to possess the area center function contributing and proposing to current socio-economic issues of the society and the community. Originally station complex is expected to have a trrafic and commercial function, but this new complex furthermore emphasizes the life support function as well. To establish a position as an area center, it is required to put the efforts on elements such as 1) creating the public spaces, 2)environment, 3)landscapes and views, 4)programs oriented for the trafically handicapped people, 5)life support facilities, in the planning. And what is decisive in the project is to what degree you lead the concept of the public-private partnership and Corporate Social Responsibility in the planning.

    This study aims to clarify the roles of the Tohoku Development Promotion Plans (TDPPs) by reviewing the chronological changing process of the functions of TDPPs based on investigation of the national parliament minutes and documents on amendments of the law. In addition, this study reviews the process shifting from the Comprehensive National Land Development Act to the new National Spatial Strategy Act in 2005 which integrates the regional plans in it. Consequently, it clarifies the changing process of roles of wide-area regional plans since the establishment of TDPPs in 1950s and the relationship between the past arguments on amendments of regional plans and the new regional plan system such as the national and prefectural government partnership method.

    In recent years, many local governments in Japan have introduced height restrictions for buildings in order to prevent conflicts about tall buildings and develop good urban and rural landscapes. This study investigates the height restrictions for buildings as per the landscape plan of the Landscape Act in Japan. The focus is on the aim of height restrictions, height criteria, and pre-application consultation system. The results show that although the height restrictions for buildings as per the landscape plan are not legally binding, many local governments recognize their significance as a means of manifesting the city heights policy. In addition, the height criteria are not only quantitative but also qualitative. Local governments that use qualitative criteria tend to require pre-application consultation by applicants, because most qualitative criteria lack detail.

    The current situation and the trend of change along local shopping malls located in Tokyo are analyzed with an index to measure distribution pattern of commercial and residential buildings along streets. Six shopping malls are categorized in view of their change pattern of building distribution, total floor area, average building size, and average building height. Those shopping malls can be classified into three categories; commercial core near station, neighborhood shopping mall near station and low-rise mixed land use. The comparison between malls suggests that one mall may change into high-rise mixed land use pattern, which may cause problems on housing environment and promotion of commercial activities.

  • Through Examples of Urban Development in Urban Fringe

    Since the adoption of the Doi Moi Policy, Vietnam has keeping high economic growth under the socialist market economy, which is causing the expansion of cities. How to facilitate urban development investments by the private sector and how to accommodate them well to formulate cities is one of the most important roles of urban planning in Vietnam of today. As a basis to consider these roles, this study aims to analyze the relationship between actual urban development in urban fringe and urban planning through the study on four cases of urban development and to make recommendations for the achievement of the roles mentioned above. The new Law on Urban Planning was promulgated on 29 June 2009 and regulations necessary for this implementation are under preparation to which the recommendations here are expected to contribute.

    In this article, it was intended to clarify a problem from the actual situation of the city MP revision process. It is 53 municipalities which revised the MP in the whole country to have targeted for the study. We analyzed by the procedure of the city MP revision, consciousness, change of the contents and plan evaluation. As a result, the procedure of the revision process was divided into five types from the viewpoint of opinion reflection. Two types of them did not have a process of the agreement formation. And it became clear that the consensus process of MP tended to simplify than the origins, when it was judged as a slight change by charge section. Based on the interlocking movement of the MP review and information disclosure, the procedure of the plan evaluation should be improved in many local governments.

  • A Case Study of Kinki Area Regional Plan in National Spatial Strategies

    The paper argues on geographical specifications on national and regional plans in Japan, by analyzing the making process and the decided texts of Kinki Area Regional Plan in National Spatial Strategies. Although dozens of specific projects are stated with the name of locations in the plan, the standard of decisions whether the place(s) should be stated or not is not clear among the process, and some of the important directions for spatial development aren't stated on the plan. Furthermore, the influence of the national government can be strongly observed in the making process of the Regional Plan Council, which consists mainly of several regional and major local governments and some private bodies in addition to branch offices of national ministries.
